Township government is the administrative organization at the grass-roots level units, it is the bridge for the party and the government to link to the people, performing the functions of the government’s important task. Its functions effectively exert plays a vital role on rural economic and social development, the villages and towns government function transformation is a process of sustained development and it is the focus of the township government. How to change the township government functions is still a difficult job and also is a social hot issue, which means that we need to use the new theory and method innovation drive mechanism, putting forward new countermeasures.In this paper, on the basis of the research of the villages and towns government function transformation. Finally, aimed at the existing problems and reasons, put forward a series of policies promoting the township government function transformation. Such as renewing the idea of the government, setting up the administration idea based on the consumer demand, deepening reform of the administrative system, strengthening the service for consumer convenience; innovating financial management system, focusing on consumer service costs;improving the system of government performance evalution and the two-pay communication mechanism.
