In recent years,the "Doing Business Report" released by the World Bank has attracted wide attention from all walks of life.In 2015,the ranking of its component cross-border trade indicators was as low as 98.,it has attracted the attention of the government and enterprises.The "cross-border trade" indicators in the "DB" are mainly evaluated based on customs clearance time and cost elements,and do not fully demonstrate the pros and cons of the entire Doing Business Environment,and the current domestic and foreign experts and scholars focus on the Doing Business Environment and in terms of the overall effectiveness of trade facilitation,there are relatively few special studies on the cross-border Doing Business Environment with cross-border trade facilitation as the main content.Aiming at the loopholes in the World Bank’s cross-border trade indicators and the above-mentioned practical problems,combined with the main practice of China’s Cross-border Doing Business Environment optimization,by refining international organizations’ policies and measures to promote trade facilitation,Summarize the factors affecting the optimization of Cross-border Doing Business Environment Constructing a port business environment optimization policy evaluation index system covering 4 first-level indicators and 13 second-level indicators of institutional environment,customs clearance environment,e-government,and transportation infrastructure and select 30 sample countries in 2019 indicator data to evaluate the proposed indicators Validity verification.Using the constructed evaluation indicators to analyze the reform measures introduced by the Chinese government in optimizing the cross-border doing business environment.Through comprehensive measures,China’s cross-border Doing Business Environment has been continuously optimized.The ranking of cross-border trade indicators in the“Doing Business”has risen from 98 th in 2015 to 56 th in 2020.However,there are still high port customs clearance costs and port logistics efficiency,low utilization rate of various policies by enterprises and other issues.Based on China’s 2011-2019 data and trade-related data from 30 sample countries,the indicator system is used to retrospectively evaluate China’s policies to optimize the Cross-border Doing Business Environment and find current shortcomings in China’s customs clearance environment and transportation infrastructure development.In view of the problems found in the status quo of China’s cross-border Doing Business Environment developed by the previous analysis,we draw on relevant country’s experience and put forward suggestions for further optimizing China’s cross-border Doing Business Environment from four aspects: strengthen the top-level design,further improve the customs clearance environment,innovate e-government,coordinate the construction of infrastructure.
