Actively creating a first-class business environment is a major proposition put forward by General Secretary Xi Jinping in the new era.The main body of the market is the carrier of economic power,and the business environment is the soil for the survival and development of enterprises.Deepening reform of government functions,and optimizing the business environment is the key to stimulating the vitality and development momentum of market players.Rich soil leads to fragrant rice.We must do everything possible to protect market players and accumulate basic strength for economic development.The key lies in optimizing the business environment,bench marking against world-class standards,and creating a stable,fair,transparent,and predictable business environment for various market players to invest and develop businesses;strengthening enterprises’ investment experiences and confidence in survival and development,protecting and stimulating the vitality of market entities so that the majority of market entities can not only survive with policies but also achieve greater development.In the new era of increasing informatization,digitalization,and networking,the business environment has become an important factor in corporate investment.As a new pilot free trade zone in the inland area,the South Sichuan Port Area,Sichuan Pilot Free Trade Zone has ample room for economic development.Research on the business environment can provide goals and ideas for future economic development.Through literature research,the thesis expounds the significance of the research,the status quo of domestic and foreign research,as well as related concepts such as business environment,business environment evaluation system and free trade pilot zone,and expounds the theory of corporate government and government process reengineering.After investigation and data summarization,a systematic study and analysis of the status quo of the business environment in the southern Sichuan Lingang area of the Sichuan Free Trade Zone and the methods and results achieved in the construction of the government’s business environment have been carried out.Research and analysis found that there are still many shortcomings in the business environment in the South Sichuan Lingang area of the Sichuan Free Trade Zone,such as poor government service experience,inaccurate positioning of service enterprise measures,and incomplete institutional guarantees and evaluation systems.Analyzed and summarized the reasons for the problems,including the failure to fully realize the network government service model,the government departments’ active service awareness needs to be strengthened,and the top-level design of system guarantee construction needs to be improved.Starting from the actual situation of the South Sichuan Lingang area of the Sichuan Free Trade Zone,the study explored the specific path to optimize the business environment,and proposed to start with the administrative approval reform to enrich the construction of business channels,to serve the needs of enterprises to safeguard the interests of market entities,and to improve the regulations Effectively protect the legitimate rights and interests of enterprises,and focus on the restructuring of the regulatory system,and the four countermeasures and suggestions for serious accountability at all levels.
