| Foreign policy is a comprehensive system for managing state affairs with countries and organizations,and it is often public.Foreign policy is variable,but changes according to the international and regional situation.Its formulation and application depend on a set of constitutional and legal rules.Foreign policy is active in times of crisis and contacts with international partners,and in many cases,foreign policies are developed in anticipation of a problem that may arise.Foreign policy is a tool for achieving national security,economic progress and building diplomatic ties.It also aims to show the high status of a state in the international community and it may contribute to the spread of political thought.International relations and foreign policies are the basic principles indicative of a country’s external relations.A country’s foreign policy aims for its national interests and strategic goals.Foreign policy reinforces other countries to respond positively because it deals with other countries.In addition,Myanmar’s national interests have been the same since its independence in 1948: improving national security,enhancing national development,and strengthening regional community and international standing,and since then,its foreign policy has remained independent,active,and non-aligned.Myanmar’s foreign behavior,on the other hand,has changed based on its responses to certain events such as before and after military rule.This research examines how Myanmar’s Foreign Policy to China have changed from 2016-2020”.Myanmar is actually seeking foreign aid and economic assistance.China and Myanmar have had friendly relations and cooperation since independence.Myanmar started going through its democratic transition in 2011 and practiced a new civilian government system in Myanmar.The international community started cooperating with the civilian government and it made democracy of Myanmar more effective and helped the country to open a new chapter.What foreign policies from 2016-2020 was the improvement of foreign diplomatic relations.The diplomacy of the state had improved greatly during that period.Foreign policies were more developed than before.China helped Myanmar to improve the economy of the state and it has been friendly partner.During facing an internal affairs in Myanmar,China also helped.So,this paper studies the conduction of Myanmar’s Foreign Policy to China from 2016-2020 and maintains of their friendly relations and economic cooperation between two countries.This thesis made up of five chapters.Chapter one is introductory part and it has the background of the study.In the history of China-Myanmar,Myanmar swayed to the west but it was blocked by the west,however,China helped Myanmar.The two countries followed the five principles of peaceful coexistence and China is the good neighbor for Myanmar.It comprised theoretical approaches to explain the research question and hypothesis of the study.And,this chapter also clarifies the significance of the study,literature review and structure of thesis.Chapter two described the foreign policy of the SLORC.In it,ASEAN criticized Myanmar about breaking the humanities law.Myanmar tried to exit in the member of ASEAN but China plays a positive role in resolving the internal conflict in Myanmar.In addition,the military forces of a country is also a major effect on foreign policy put in it.And,the SLORC government said that Myanmar would keep on practicing the “independent and active foreign policy”.China has an important political role in Myanmar.Myanmar has well of natural resources and a strategic geographic location to invest.The Myanmar people use the term of bilateral relationship of brotherhood.China is loyal friend of Myanmar and stood by its side during economic crises and international pressure.Chapter three examines the foreign relations within the government of USDP and NLD.Myanmar practiced the democracy in the government of USDP.Myanmar’s new USDP government is looking to overcome the country’s long term isolation from the rest of the world.Myanmar’s policy move toward China is about cooperation.U Thein Sein’s government formed a new foreign policy goal of reunifying Myanmar into the international community since taking power in March2011.Before the 2015 November elections started,China cooperated with the NLD.China implemented the expanding people to people exchanges and offering development assistance.Myanmar tied economic connections with China.Within NLD government,Myanmar and China implemented the foreign relations more than ever.China’s investment in Myanmar was more developed.Chapter four discusses Correlations between Myanmar and China on Foreign Policy.Myanmar-China relation based on active engagement in the Belt and Road Initiative of China,which can make the better cooperation between Myanmar and China.ICJ Courts,The 21 st century Panglong Conference and China’s Assistance to Myanmar during the COVID-19 crisis,caused in the era of NLD government with the correlation with China.The last chapter represents the briefing of the research.According to a neoclassical realist view,the Myanmar-China foreign policy is determined by external and domestic factors.Myanmar and China help and rely on each other whenever they faced difficulties.China and Myanmar have good economic relation and mutual political trust,suggesting that China will play a critical and essential role in Myanmar’s future transition.The researcher describes the bench mark of neoclassical realism theory chapter by chapter.It uses a different approach to foreign policy analysis,evaluating the state’s activities based on the distribution of power and the freedom of action of foreign policy decision-makers. |
