U Thein Sein was elected as President on November7th,2010, when Myanmarhad its general election. In March of the next year, the new government took overthe power, and it’s a serious reforms on internal as well as foreign policies hasproduced great impacts on Myanmar itself and peripheral countries. Under thebackground of Myanmar’s political power turned from “military” to” civil” base, thisarticle tries to analyze what kind of differences that has happened on Sino-Myanmarstrategic and security relations, by studying the process of the transformation ofMyanmar’s political power, the game among several coalition forces, and some newchanges of its foreign policy between Myanmar and China. For China, Myanmar isregarded as “Road Bridge” to Indian Ocean from the southwest part of China. At thesame time, Myanmar is also an important country which could disperse the potentialenergy risk. For Myanmar, China is regarded as its decisive peripheral country in its“great powers balances” diplomatic strategy. During the period of U Thein Seingovernment, the internal democratic process and the change of internationalcircumstance altogether influence the Sino-Myanmar strategic and security relations.The traditional “Paukphaw” harmonious relation between them has againencountered new troubles and difficulties. Due to the separate national interest theyconsidered when they interact with each other, Sino-Myanmar strategic and securityrelations are presenting a subtle balance. Under the conditions that China is growingas a regional great power, while the US turns some strategic points to East Asia areasand peripheral countries like Myanmar is undergoing constitutional transformation,the issue that China has to face during this new period is how to keep a goodrelationship with peripheral countries, making it stable regardless how fluctuate theoutside world is, so as to defend China’s existing economic, political and securityinterests, which means too much to China.
