| In recent years,the frequent occurrence of unconventional emergencies in China,such as earthquakes and epidemics,is not only a great threat and loss to the safety of people’s lives and property,but also a severe test of China’s emergency management.The government has sufficient reserve of emergency supplies for use before the disaster or can obtain enough emergency supplies in time after the disaster,which is of great significance to promote the rescue work in the disaster area,reduce disaster losses and maintain social stability.Therefore,it is necessary to study the reserve and supply of emergency supplies.At the same time,unconventional emergencies are easy to cause some factors in the supply chain to be disturbed,which makes the original stable supply chain no longer coordinate.Therefore,how to use the contract mechanism to coordinate the emergency supplies supply chain has important theoretical significance and practical value in the case of a variety of factors.Firstly,the related research status at home and abroad is described from the three aspects of emergency supplies supply chain,supply chain disturbance management and supply chain contract coordination,and the related theories of emergency supplies supply chain contract coordination,unconventional emergencies and disturbance management are introduced.Secondly,the emergency supplies supply chain composed of emergency supplies suppliers and manufacturers is studied.By introducing the cost sharing contract,three differential game models of emergency supplies supply are established;The contract coordination of emergency supplies supply chain before and after the government subsidy policy disturbance is introduced is studied;Then,from a dynamic point of view,it studies how to realize the Pareto improvement of government and enterprise benefits and the level of emergency material supply,so as to provide a basis for emergency material supply decision-making under extraordinary emergencies.Finally,the emergency supplies supply chain composed of government and emergency supplies suppliers is studied,and a joint contract mechanism based on quantity flexibility and cost sharing is established;The contract coordination of emergency supplies supply chain under the disturbance of emergency supplies demand,capacity conversion cost and spot market price is studied;Then,a simulation example is given to verify the effectiveness of the joint contract to achieve supply chain coordination and Pareto improvement;Then,the sensitivity analysis of the occurrence probability of unconventional emergencies,spot market price and capacity conversion cost is carried out,which verifies the effectiveness of the joint contract in reducing government costs and improving supply side benefits.Compared with the existing research,this paper enriches the coordination research content of the contract mechanism in the supply of emergency materials.At the same time,it introduces the government subsidy policy into the research of disturbance factors,innovates the perspective of supply chain disturbance management research,and finally puts forward the joint contract of quantity flexibility and cost sharing,and verifies the effectiveness of the mechanism in coordinating the supply chain of emergency materials under the disturbance of multiple factors. |
