A Study On The Supervision Of "Three Assets" In "Village-to-residence" Community

Urbanization is no longer new to us.With the continuous improvement of China’s modernization level,most of China’s villages are moving towards"village to residence"and small urbanization.As early as the beginning of 2020,China put forward a new idea to strengthen urbanization construction,emphasizing the need to pay attention to the level of urbanization and create high-quality urbanization in the continuous development of society,We will promote the coordinated development of urban communities and rural society.The accompanying problem is that the supervision of "three types of investment" has also been put on the table.There are more and more "village to residence" communities and small towns.Therefore,whether the "three types of investment" operation of "village to residence" communities can be supervised reasonably,legally and in compliance has become an important issue.This paper takes the "three capital" supervision of the "village to residence" community in L City as the research object,studies and sorts out the relevant materials in the process of "village to residence" in L City,and in the process of investigation and evidence collection,adopts the methods of document investigation,questionnaire and visit,combined with the methods of field investigation and questionnaire distribution,and focuses on the supervision system of the"village to residence" community asset resources and funds,Relevant materials were collected by distributing 300 questionnaires and interviewing 20 people.The collected data shows that the current "three capital" supervision in the "village to residence" community is not mature enough,and the supporting supervision system is relatively lacking,resulting in the lack of adaptability of its supervision system,which is mainly reflected in a series of problems,such as the "three capital" related systems in the "village to residence" community are unreasonable and imperfect,the professional skills of the employees are not in place,the evaluation and incentive mechanism is not complete,and the democratic supervision is not given full play.Therefore,how to improve the "three capital" supervision in the "village to residence"community needs to strengthen the "three capital" management personnel of the town,the cultural quality of community residents,comprehensively cover the publicity and education of community residents,and improve the"village to residence" community three capital supervision system,so as to improve the"village to residence" community three capital supervision system.First of all,we should establish a systematic legal system of "village to residence" community,formulate a set of effective laws and regulations according to the regulatory system of "village to residence" and "three capital",and improve the relevant systems and mechanisms of supervision and management;Secondly,we should effectively ensure the correct implementation of the supervision system,effectively improve the work,ability and business level of community supervisors,strengthen efforts to make up for the shortage of "three capital" supervisors,simultaneously promote the reform of the "three capital" property right mechanism and further promote the liquidation work,so as to ensure the legitimate rights and interests of community economic cooperation members;Finally,it is necessary to improve the assessment methods and mechanisms for community "three capital" managers,innovate reward and incentive methods,strengthen the supervision and management of "three capital" supervisors,implement and implement democratic supervision,realize the responsibility and supervision of community units to people,give further play to the supervision responsibilities of multiple subjects,and establish a specific responsibility reward and punishment system of mutual coordination,influence,mutual restriction and joint supervision among various subjects.
