Research On The Problem Of Residents’ Autonomy In "Village-to-Residence" Community

With the acceleration of urbanization,the village-rehousing community in urban and rural transition area has appeared on a large scale."Village-to-residence" community is an important part of urban governance,which is related to the integration of urban and rural development and the advancement of urbanization process,and also directly affects urban security and social stability.As the main body of community governance,residents’ self-governance actively responds to the reform direction of "social governance center of gravity moving down".In this paper,K community,the "village-to-residence" community with the largest population in H city,is selected as the research object.Interviews and questionnaires are used to summarize the existing problems of residents’ autonomy in K community,and on this basis,causes are analyzed and countermeasures are proposed.This paper reviews the research status at home and abroad,introduces the research methods and significance,and combines the theory of multi-center governance,the theory of new public service and the theory of grassroots democracy.Through field research on the situation of residents’ autonomy in K community in H City,the paper analyzes the predicament of residents’ autonomy manifested as administrative intervention in community autonomy,insufficient internal power of residents’ autonomy,unbalanced relationship between governance subjects,and incomplete construction of community system.The reasons for the dilemma are the delayed transformation of government functions and roles,the lack of motivation for community autonomy,the unsorted community governance structure,and the lack and lag of community autonomy system construction.To solve the problem of residents’ autonomy in community instead of village,it is necessary to clarify government positioning,accelerate functional transformation,promote residents’ participation in governance,improve governance ability,cultivate and develop social organizations,construct new community residents’ autonomy structure,and construct collective action rules and regulations of community system to solve the dilemma of K community autonomy.It is hoped that this study can play a boosting role in the residents’ autonomy in K community in H City.It is also hoped that it can provide reference and reference for the self-governance of other villages in H City.
