Research On NPO Participation In Community Governance Under The Framework Of "Structure-Action" ——L Community In Taiyuan City As An Example

The participation of NPO（non-profit organization）in community governance is an inevitable requirement for the transformation of government functions.The report of the19 th CPC National Congress proposed to promote the focus of social governance to move down to the grassroots level.In this context,as the basic unit of social governance,the function of the community has been continuously strengthened and its role has become more and more important.It is necessary to build multiple subjects to participate together.community governance system to cope with this change.Among them,NPO,as typical representatives of social forces,have the advantage of providing professional public services to meet the diverse needs of community residents.However,the path dependence of the single-subject community governance model hinders the practice of NPO participating in community governance to a certain extent.Based on this,the following research questions are proposed in this paper: What is the current status of NPO participating in community governance? What difficulties do NPO face when participating in community governance? What is the cause of the predicament? How to realize the effective participation of NPO in community governance?On the basis of clarifying governance theory and structuring theory,this paper uses the "structure-action" analytical framework to conduct empirical research.In terms of research ideas,this paper follows the logic of "status description-predicament analysis-analysis of causes-countermeasure proposal",taking the L community of Taiyuan City as the case study object,to explore the current structural status and action status of NPO participating in community governance in the L community.And analyze the dilemma and reasons under the current situation,and put forward countermeasures and suggestions.The study found that under the effect of the promotion of national top-level design and the transformation of local government awareness,the practice of NPO participating in community governance has achieved certain results,but it still faces difficulties at the level of structure and action.In terms of structure,the ambiguity of the boundaries of responsibilities leads to the abstraction of institutional arrangements and the solidification of organizational structure to a certain extent;in terms of action,the imperfect action mechanism and the lack of a participatory culture further lead to the dependence dilemma of "government-NPO",the cooperation dilemma of "NPO-community committees" and the trust dilemma of "NPO-resident".In response to the existing dilemma,this paper proposes countermeasures to promote the effective participation of NPO in community governance from two aspects: structural framework and action strategies,in order to promote the effectiveness of NPO in community governance and achieve the goal of common construction,common governance and sharing.
