Abstract/Summary:
In order to better build a service-oriented government that satisfies the people in the new era,grass-roots civil servants need to strive for reform and innovation,overcome difficulties,constantly forge ahead and take charge.In the face of complex and changeable work challenges,they should not only identify problems and opportunities that need reform,but also take action to make practical changes.For the talent management of the public sector,fully stimulating the taking charge behavior of grass-roots civil servants has become an important issue to meet the requirements of the construction of high-quality cadres in the new era.The concept of serving others and creating value for the community advocated by the servant leadership fits the management situation of the public sector and is consistent with the concept of serving the people.At the same time,service-oriented leaders pay attention to the development of subordinates and encourage subordinates to solve problems creatively,which has a good driving effect on subordinates to take charge.Therefore,this research will clarify the relationship,mechanism and boundary conditions between servant leadership and grass-roots civil servants’ taking charge behavior in the public sector.Leaders’ behavior will bring changes in subordinates’ ability,motivation and opportunities.Starting from the three paths from the perspective of AMO(abilitymotivation-opportunity)theory,this study takes self-efficacy,public service motivation and work autonomy as mediating variables of the relationship between servant leadership and taking charge behavior,and puts forward research hypotheses in combination with social cognition theory and social exchange theory.Considering the realistic background of high power distance within Chinese government departments,this paper introduces the power distance orientation,a variable reflecting personal cultural values,and explores its moderating role in the intermediary path.A total of 343 valid questionnaires filled out by grass-roots civil servants were obtained in this study.The study will use Spss26.0 and Mplus8.3 to analyze the basic situation of the sample data and verify the research hypothesis.The results show that:(1)Servant leadership has a positive impact on grass-roots civil servants’ taking charge behavior;(2)Self efficacy,public service motivation and work autonomy play a mediating role between servant leadership and the taking charge behavior of grass-roots civil servants,that is,Servant leadership promotes the taking charge behavior of grass-roots civil servants by improving their self-efficacy,cultivating their public service motivation and enhancing their work autonomy;(3)Power distance orientation plays a moderating role in the path of "servant leadership-work autonomy-taking charge behavior ",that is,when the power distance orientation of subordinates is higher,servant leadership plays a stronger role in promoting their taking charge behavior by enhancing work autonomy.Subsequently,this study conducted interviews with 10 grass-roots civil servants to understand the actual situation of the relationship between servant leadership and taking charge behavior,so as to supplement the hypothesis test results above.Finally,this study puts forward targeted opinions and suggestions on the management of grass-roots civil servants from the practical level,including: paying attention to grass-roots civil servants’ development and taking charge behavior;make good use of positive feedback and strengthen the ability of taking charge;cultivate service motivation and enhance the willingness to take charge;attach equal importance to authorization and fault tolerance,and create a responsible atmosphere;pay attention to individual differences and guide change beliefs.
