| Optimizing government governance and building a service-oriented government that is satisfactory to the people is an important part of promoting the modern pattern of national governance.Civil servants are the main body of the construction of a service-oriented government,the bearers of specific work tasks,and play a role that cannot be ignored,especially the grass-roots civil servants.They are not only the main force of the civil servants,but also the ultimate promoters of national policies.It is inseparable from the personal efforts of every civil servant.However,there are still obvious deficiencies in the work initiative and enthusiasm of the grass-roots civil servants.Therefore,it has certain practical significance to reveal and explore the factors that affect the work performance of grass-roots civil servants.According to previous researches,leadership style and style are one of the important factors affecting the work performance of grassroots civil servants.This study aims to explore the impact of paternalistic leadership styles rooted in traditional.Chinese culture on the job performance of grassroots civil servants.Firstly,through literature review and sorting,on the one hand,it points out the possible relationship between the three dimensions of paternalistic leadership and the work performance of grass-roots civil servants;Performance has an impact,and what kind of impact will it have.At the same time,a theoretical research model of the influence mechanism of paternalistic leadership on the work performance of grass-roots civil servants under the background of Chinese culture is proposed,and research assumptions are made.Next,take the civil servants in the districts and counties of Xi’an,The research method is questionnaire survey and the research object is Shaanxi province,and obtain 560 valid data.Statistical software was used to analyze the obtained questionnaire data,including reliability analysis,validity test,main effect test,mediation test,moderation test and other statistical methods to test hypotheses.Based on the empirical research results,the following conclusions are drawn:(1)The three dimensions of paternalistic leadership(benevolent leadership,moral leadership,and authoritarian leadership)all have a positive impact on the work performance of grass-roots civil servants;(2)Organizational identity is in paternalistic leadership.(Benevolent leadership,moral leadership,authoritarian leadership)and the work performance of grass-roots civil servants play a mediating role;(3)Procedural fairness mediates between paternalistic leadership(benevolent leadership,moral leadership,authoritarian leadership)and grass-roots civil servants’ work performance effect.Finally,according to the research results,Reasonable countermeasures are put forward according to the problems,including paying attention to the paternalistic leadership style and making the three dimensions complement each other.It will be more conducive to the improvement of work performance by applying both kindness and grace,and combining leniency and strictness.It will improve the organizational identity of civil servants,and the individual’s high organizational identity will significantly promote the improvement of their work performance.In actual management,grass-roots government managers and leaders should also pay more attention to improving the organizational identity of civil servants,such as improving the transparency of communication and improving the inclusiveness of the working environment,work performance will also be improved,grass-roots governments can improve individual sense of fairness through a fair distribution system and an effective supervision system,and promote the improvement of performance. |
