Research On Community Governance Of Xigang Districtin Dalian City Under The Background Of Old Residential District Transformation

Community is the most basic living place for people and the foundation and foothold of social governance.Xigang District is the old city of Dalian,and the proportion of old residential areas is relatively high.With the passage of the construction years and the acceleration of urbanization,the problems of backward infrastructure construction,lagging public service supporting facilities and lack of property services have become the common problems of these communities and the weak points of urban construction and governance;Especially since the novel coronavirus pneumonia outbreak,the community as a grass-roots governance unit has played an important role in the prevention and control of epidemic situation,and exposed the short board of the old community in response to the city’s public safety incidents,which highlights the urgent and practical needs of the old residential area transformation.It has become an important topic to steadily promote the upgrading and transformation of old residential areas,enhance people’s well-being,and realize the positive interaction of government governance,market regulation and social participation.Taking the transformation and upgrading of the old community in Xigang District,Dalian as the logical starting point,starting from the reality of the transformation and community governance of the old community in Yunyang street,Xigang District,this paper studies the multi-agent function,function positioning and participation mechanism in the transformation of the old community by means of literature analysis,case analysis,in-depth interview and field investigation,Put forward the problems and causes in the current community governance of old residential areas.Using public governance theory,multiple governance theory and collaborative governance theory,taking "government market society" as the basic framework of research,attract market,enterprises,society and other resources to participate in social governance,adjust the functional positioning among various subjects,optimize the multi-agent cooperation structure,and make the government,market,society and residents give full play to their respective roles from the aspects of government,community,property Residents,social organizations and other angles to dig deeply,and put forward relevant security mechanisms and measures at the three levels of government leadership,market operation and social participation,so as to realize the co consultation,CO governance and sharing of multiple subjects,so as to provide reference for improving the community governance system and mechanism of old communities.
