Research On Influencing Factors,Issues And Countermeasures Of Multi-Agent Co-Governance In Intelligent Community Based On Grounded Theory

The report of the 20th National Congress of the Communist Party of China puts forward clear requirements for community construction and governance in the new era in terms of developing grassroots democracy and promoting the construction of a healthy China.Intelligent community are an important carrier for the construction of digital China at the grassroots level.Improving Intelligent community governance is of great significance for improving the social governance system,responding to population aging,promoting rural revitalization,and strengthening emergency management capabilities.Intelligent community governance is an emerging issue,and how to promote the better participation of various actors in Intelligent community platforms is one of the important perspectives that most scholars focus on.Based on grounded theory,this study conducted qualitative research on two typical Intelligent community platforms in Fuzhou and Singapore using case interviews,field research,and Nvivo software,analyzed and summarized the influencing factors and practical issues of multi-agent governance in Intelligent community,and proposed corresponding countermeasures for the problems.Specifically,it includes:(1)Research on multi-agent co-governance of Intelligent community based on grounded theory.Fuzhou L Intelligent community platform and Singapore A Intelligent community platform are selected to conduct research.Through semi-structured interviews with participants,Nvivo software is used to encode and extract the interview data,revealing the two major influencing factors of the digital platform ecosystem and the participants’ own factors.(2)Analysis of influencing factors and practical problems of multi-agent co-governance in Intelligent community based on grounded theory.Furthermore,the paper analyzes three elements of the digital platform ecosystem: network effect,digital platform versatility and digital platform diversification,and four elements of the participants’ own factors: time,space and flexibility of work,psychological factor,social and cultural factor and information access channel.At the same time,the paper summarizes the practical problems faced by multi-subject co-governance of Intelligent community,including the late start of Intelligent community construction,high cost of smart old community,low participation in Intelligent community construction,low degree of residents’ recognition,and lack of professionals,and compares the similarities and characteristics of the two Intelligent community platforms in Fuzhou and Singapore.(3)Research on countermeasures to improve the multi-subject co-governance of Intelligent community.Including: improving the top-level design of Intelligent community;Establish a pluralistic co-governance system for Intelligent community;Pay attention to information security,improve the trust of residents;Break the information barrier,improve the participation of residents;Strengthen the cultivation of professional talents and managerial talents in Intelligent community.The conclusion of this study is helpful to deeply understand the emerging thing of multi-subject co-governance of Intelligent community,and clarify the characteristics and development mechanism of Intelligent community platform.The investigation of typical cases in Singapore also provides useful reference for improving the multi-subject co-governance of Intelligent community in China.
