| rural community governance is an important part of national governance.The effectiveness of rural community governance is related to the vital interests of residents,social harmony and stability and the realization of the Chinese dream.The third Plenary Session of the 18 th CPC Central Committee put forward the requirements of modernization of national governance system and governance capacity,which must also require the modernization of rural community governance system and governance capacity.In the process of realizing the modernization of rural community governance system and governance capacity,it is necessary to continuously improve the effectiveness of rural community governance.Based on the localization needs and advantages of governance,it is necessary to study the localization logic of rural community governance.This study takes Danyang Community,Huangdao Dong Township,Wanshan District,Tongren City,Guizhou Province as an example.Through field investigation,in-depth interview,case analysis and other methods,it analyzes the localization logic presented in the process of governance.Based on the literature review and in-depth interviews,this study found that in the process of social change and development,rural community governance is still facing many challenges in economic,political,cultural and social aspects.For example,at the economic level,the economic income of community neighborhood committees is beyond their means,the income of community residents grows slowly,the industrial structure is single and the development level is low,and the community land income is low and the cycle is long.At the political level,there are the contradiction between excessive administration and community autonomy,the heavy burden of community cadres,and the weak consciousness of community residents’ political participation.At the cultural level,the cultural system is not perfect,part of the traditional culture is disappearing,and the quality of the community cultural team needs to be improved.At the social level,it is difficult to meet the urgent needs of talents for new urbanization and rural revitalization,the rural community and the mobile society lead to the instability of governance subjects and objects,some residents’ weak legal awareness,social interest disputes,etc.In the process of constantly solving these problems,rural community governance presents a certain localization of governance logic,which mainly consists of value logic,system logic and behavior logic.Logic value refers to the rural community governance in order to realize the common prosperity as the value goal,value dimensions of people’s interests first,and with high quality development for the value proposition,the dominant value objectives,and lead the value scale and the value proposition,value measurement is a standard of measuring the rural community governance effect,value proposition is to provide a realistic value goals and value measurement;Institutional logic refers to the influence of the surrounding environment on institutional participants,which includes political logic,cultural logic,market logic and social logic.Behavioral logic is a regular and purposeful course of action taken by rural community organizations in order to accomplish the tasks and targets assigned by township and township governments.It includes the task acceptance,discussion,communication and concrete implementation of four links.In order to further improve the effectiveness of rural community governance and realize the modernization of rural community governance system and governance capacity,The study puts forward the localization logic of integrating and optimizing rural community governance by practicing the concept of "co-construction,co-governance and sharing",optimizing the mechanism of multi-subject participation in community governance and constructing the organic governance model of "self-governance,rule of law first,rule of virtue first". |
