Guizhou Ethnic Rural Community Governance

Agriculture is the primary issue the question of nation-building. as the ethnic minority in Guizhou province,national regional governance plays a crucial role in rural development. This article takes Guizhou Sandu Shui Autonomous County village of Sanhe Town and LongTai,which is southeast Guizhou Tianzhu County Town as an example. the two villages in the maintenance of the village governance practice more than 20 years has played a positive social function in democracy and the development of rural communities to maintain good order in rural areas; but there are also socio-economic development of community management of rural development to lag; not fully utilized unique national resources management; clan forces affecting rural governance; capacity of rural communities needs to be improved governance elites; village self-government mechanism has not yet perfected; population movements affect village governance issues.This paper, which is based on"The People's Republic of China Village Committee Organization Law," explained the concept of rural communities and the concept of governance; the basic elements of governance in rural communities. Rural community governance issues such as institutional building contacts with building a harmonious society and national governance of rural community relationship.Compared to two villages in the governance body, the organizational structure, governance environment, this paper will explores the impact of village-level governance of the internal and external factors.The problom how to build village-level governance for the sound operation mechanisms is studyed by scholars. Village governance problems is based on the proposed construction of village governance. sufficient to attract national culture to promote village-level governance; increase "Difficulties in the village of" governance training works; innovative new type of village-level governance model, and to make the Construction of National viable rural community governance model.
