The aging of the population in today's increasingly fast,has become a major problem facing common around the world.China has officially entered an aging society in 1999,and its growth rate is much higher than that of the developed countries in the west.In 2007,the Ministry of Civil Affairs officially proposed that China's social welfare should develop from the type of complementary to appropriate universal-type.However,while the welfare security system for the elderly is gradually improving,there are some "No one care" vacuum zones due to the partitioned management between government departments,the unclear boundaries between government and market responsibilities,the lack of family care responsibilities and the lack of social organization.Most of the "sandwich class" groups in the vacuum zone are in a state of disability and semi-disability.They are either excluded from the state security policy,unable to enjoy social welfare,or they can only maintain basic livelihood,and medical treatment,long-term care or other issues can't be fundamentally solved.Their living conditions are worrying and there are greater survival difficulties.This paper comprehensively uses the methods of literature,investigation,empirical analysis and induction to carry out the research.On the basis of sorting out the previous research results on the supply of pension security for special groups,a questionnaire survey and individual interview were conducted among 126 "sandwich class" groups in Taizhou.From the perspective of welfare pluralism,combined with Maslow's hierarchy of needs and the public goods theory,this paper analyzes the present situation of the demand for pension service of the "sandwich class" group in Taizhou and the supply dilemma in terms of economic security,life care and social support were analyzed,and the causes of the above dilemma were analyzed in depth.Finally,some suggestions are put forward to improve the supply of pension service for the "sandwich class" group in Taizhou:(1)increase policy creation;(2)clarify the relationship between government,market,society and family;(3)improve the pension service system based on home,community and supplemented by institutions;(4)establish a supply model oriented by the needs.Promote the government,market,society and family to provide diversified and high-quality pension service for this group,promote the equalization of basic public services,and solve the problems of "sandwich class" group being marginalized and unable to support the elderly.
