| As a new form of higher education emerging with the Chinese educational reform, Independent Colleges refer to undergraduate institutions of higher learning founded by universities in accordance with the new mechanism and model. As an important initiative of China’s higher education reform, the establishment and development of Independent Colleges receive more and more attention from researchers of Higher Education Management.Starting with a questionnaire investigation of the emergence and development of the Independent Colleges, this study analyzes the educational model and development status in the light of policy interpretation. It sees three major problems of Independent Colleges: they are lack of clear property rights and sufficient follow-up investment; they have no characters and orientations are indefinite; they fail to keep stable staff and long-term planning. In the current competition, together with the synergy of all the factors, especially since 2008 when "Measure of Independent Institution Establishment" was issued, the above problems may be even more acute. The study focuses on the most controversial issues of Independent Colleges. An integrated use of the policy interpretation, literature analysis, comparative analysis and other research methods are adopted to research and propose appropriate development approaches: to strengthen the relevant legal system and supervision, to establish sound laws and regulations of Independent Colleges; to find scientific orientation and aim at the training of application-oriented talents; to build a professionally proficient, structurally reasonable staff of the Independent Colleges. |
