How Dose Capital Elite Intervene In Public Deliberation

In the era of industrialization and new media,although China has a different cultural context from the western one,it may not mean there is no existence of public deliberation.This thesis aims to analyze the process of Liang Jianzhang’s involvement in family planning deliberation through case study,and find the internal mechanism of public deliberation and the influence of decision-making in Chinese context.Through the empirical materials analyses of media reports on the family planning events,the mainstream media reports on the national policy’s reform deliberation of Liang Jianzhang,and Liang own view of family planning reform in Sina Blog,Phoenix blog and Caixin Famous Column since 2001 to 2017,this thesis finds that,under the political elasticity of China’s authoritarian context,capital elites seize the space reserved for policy-promising and policy-delaying,using the power of new media technology,initiate and promote national policy’s reform,which made the universal opening of "two kids" come true.This thesis argues that,the capital elites shape a constructive public intellectual identity themselves by the"identity,discourse,topic" triple management in the deliberative process,and play a role of getting through "the informal public sphere" and "the state’ institutionalized public sphere",as well as promoting the citizen "communication power"into "political power".
