Since the reform and opening up in 1978,with the transformation of social and economic system and the change of industrial structure,the employment situation is changing day by day.As a whole,a large number of flexible workers have been created in result.The specific performance is various.as the reform of the state system,the cut of public institution,diversity of industrialized forms day by day,the flow of surplus rural labor and so on,which cause the emergence of a large number of flexible workers.Unlike the formal staff of the town,the flexible employment workers have the characteristics of unstable workplace,unstable worktime and unstable income.Therefore the supporting problem of the flexible employees attract of all walks of life.At present the social ole-age insurance law of flexible employees in our country mainly refers to the new 《Social Insurance Law》which mentioned the supporting problem of the flexible employees in 2011.All of provinces and major cities of China formulate their relevant policy of social old-age insurance which combine their local economy level and specific circumstance.But in terms of the overall level in China,the rate of joining insurance of flexible employees is still very low.As the increasing number of the flexible employees and the aging population increases in recent years in China,the supporting problem of flexible employees is badly in need of solving.The thesis investigate the insurance of flexible employees in cities and towns.The group being investigated is the flexible employees in the city of Shenyang.In this thesis,the purpose of inquiry is to find out the factors which influence the willingness to participate of flexible employees in Shenyang,and find out the relevant countermeasure and suggestion on how to enhance the will rate to participate of flexible employees.Therefore,based on the large reading of literatures at home and abroad,in the way of questionnaire and structure reference,synthesize the level of the four representative regions,the investigators extract some flexible employees at random and then send them questionnaires.Make significance testing with SPSS and screen out the relevant variables then build the bivariate logistic regression model.After taking back,they make statistical analysis on the questionnaires,then find out the factors which influence the rate to participate of flexible employees.The last part of this thesis is based on the factors which influence the rate to participate of flexible employees,present the relevant countermeasure and suggestion on how to enhance the willingness to participate of flexible employees.It is mainly focused on the following aspects: first one is to build a good social atmosphere in which flexible employees could have much enthusiasm to take part in social old-aged insurance.The second is to establish a social endowment insurance system which could face to actual requirement.The third is to enhance the support dynamics to flexible employees.
