Over the past four decades of reform and opening up,China’s economy has developed rapidly and people’s living standards have been constantly improved.The 19th CPC National Congress put forward the strategy of rural vitalization,aiming at realizing the comprehensive rural revitalization with strong agriculture,beautiful countryside and well-off farmers.Rural education vitalization,as an important part of rural vitalization strategy,will play an important role in providing talented people for rural construction,vitalizing rural culture and improving the quality of farmers.With paying more attention and more input to the rural education,it has been further improved in China.However,due to the long-term impact of urban-rural dual structure,there is still a large standard gap between urban and rural education,and is particularly prominent in the compulsory education.This paper makes a comprehensive analysis of the current situation on the urban-rural compulsory education resources in Z district of Z city,which is not meet the needs of the development of the rural revitalization strategy,summarizes the causes of the problems,and puts forward some suggestions for balancing the urban-rural compulsory education resources in Z district and developing needs of the rural revitalization strategy.The introduction starts with the research background,the research purpose and significance,the research status at home and abroad,the research content and ideas,the innovation points and shortcomings and so on.Then it expounds the core concepts of rural vitalization,resource allocation of urban and rural compulsory education,the theory of public choice and the theory of educational equity.Refer to the aspects of financial、material and human resources in Z district,then design the questionnaire,the interview outline,and investigation.according to the result of investigation and analysis of urban and rural education of primary and secondary schools,finding that the main problems of Z district:the imbalance of financial investment、equipment usage and the teachers configuration.The study also analyzes the reasons from the aspects of urban-rural dual economic and social structure,the rational economic person of government and teachers,and the influence of urban and rural residents as interest groups.Finally Putting forward the proposal that can promote Z area equilibrium configuration of urban and rural compulsory education resources and help to realize rural revitalization:Strengthen the government’s rural compulsory education funds investment and constraint mechanism.Increase rural compulsory education funds investment.Optimize the innovation and the recruitment of teachers exchange policy.Help the vulnerable groups,etc.The conclusion summarizes the central content above and points out the shortcomings of this study.
