The development of social economy is inseparable from the migration and flow of population.Migrant workers account for the majority of the urban population in mega-cities,and their spatial migration and flow contribute to the steady growth of social economy. The migrant workers in mega-cities is not only a re-choice of individual employment, but also has a great social impact on the economic and development of the areas of migration and reflow.Based on this, from the perspective of goal-oriented actions, this article proves that scale and structure of re-established network respectively have significant negative causal relationship with the outmigration migrant workers in mega-cities,based on data from surveys of non-local migrant workers who have worked or lived in Beijing for more than 180 days.In the context of “easing non-core functions” in mega-cities,the individuals who have a larger scales or a larger proposition of weakly related member of re-established social network can better maintain existing resources and obtain more resources through expressive and instrumental actions, the easier they can integrate into urban life, thus less likely move out of mega-cities.At present, migrant workers are still an important part of the urban population in megacities, and it is difficult to reverse the trend that farmers continue to flow from rural areas to mega-cities for job or business, and in the context of circular migration of farmers between rural and urban areas, the study suggestions that government departments in mega-cities should strengthen the construction of public infrastructure in the living services industry, take corresponding measures to encourage social groups to actively accept and attract migrant workers to participate in organizational activities, and increase the supply of public policies of vocational training and community participation. Also, the government can introduce preferential policies to provide migrant workers with affordable housing comparable to their living and spending conditions, and selectively open some affordable housing to the migrant workers group.
