Mongolian migrant workers are a special group formed by Urbanization Process in China. Because of economic reform and the household registration system, a growing number of Mongolian migrant workers came to Hohhot, and many active or passive reasons are behind this phenomenon. For those Mongolian migrant workers, there are many problems they have to face with, including rare employment opportunities and miserable salaries. The Party and government also promulgated many policies and decrees to support minority migrant workers to integrate into society. Cities acceptance not only related to policies but also to public facilities, environment, cultural resources and public resources. Their living situation and employment status are not as what they have expected, which had led minority migrant workers to marginalization of society, and this is much related to the social toleration.Combined with questionnaire investigation and deep interview, this paper is based on Mongolian migrant workers at Zhipianchang Alley in Saihan District, Hohhot City. The social inclusion needs effort of both city and migrant workers. And the demand from minority migrant worker should be noticed in the process of drawing policy, so as the construction of city. Minority migrant workers also need to improve their culture capital and social capital and adapt to city field.
