In education right guarantee, the higher education of ethnic equality of opportunity becomes the focus of attention. The policy to protect minority higher education and improve the quality of its acceptance of the education plays a very important role.The main research methods are literature, questionnaire and narrative, with the education equity, human capital theory as the guide.
