As economic development and urbanization in China, population mobility is increasing. There are two main kinds of population mobility in China, the first kind is urban and rural population mobility, the second kind is regional population mobility. As Chinese economic center, Shanghai city becomes the main area of population mobility of China, and population mobility is helpful to economic development of Shanghai city. However a large number of population mobility is harmful to obtaining employment, housing, education and medical care. Floating population and their children have less education opportunities because of limited educational resources. So it is important to analysis education status, characteristics and problems. At the same time we can propose measures to education problems. There are theoretical and practical significance to dispose off basic education investment in Shanghai city.This dissertation takes Shanghai city as an example. By studying the status, characteristics and problems of floating children, this dissertation analyses the relationship between floating children and basic education investment of shanghai city. The result shows that there is a positive correlation between floating children and basic education investment. 1% increase of floating children will lead to 0.48% of basic education investment. 1% increase of net population mobility will lead to 0.13% of basic education investment. Meanwhile this paper many measures to resolve problems of population mobility and basic education investment. These measures include that the government should increase basic education investment, innovative education model of floating population. Insides, the government should encourage the effect of public school and non-government school.
