In 2018,Xiangyang City has attracted more than 100 high-level talent teams to innovate and start businesses in Xiangyang,ranking second in the number of provinces,cities and states.Overall,the policy has achieved good results.However,in the face of the new situation,new tasks and new requirements,there is still a big gap between the level of talent work in Xiangyang City and the level of social economy.The total advantage of human resources has not been fully exploited,the distribution of talent structure is not reasonable,the total amount of high-level talent is relatively small,and the distribution of talent in the industry is not balanced,and it is concentrated in a certain industry.Collection,forming part of the industry waste of human resources,part of the industry is seriously scarce of talent,talent innovation and entrepreneurship ability due to the limitations of the external environment also needs to be strengthened,lack of talent input and so on.Therefore,this paper takes Xiangyang City in Hubei Province as the research object,explores the implementation effect of its talent introduction policy,and analyses and studies the existing problems,so as to enrich and improve the theoretical content of talent introduction formed by the second and third-tier cities when facing the competition of talent introduction in developed areas,coastal areas and big cities.It has important research significance.Based on the theory of talent introduction policy and policy evaluation,this paper evaluates the implementation effect of talent introduction policy in Xiangyang City by using DEA model and questionnaire method combined with the specific situation of Xiangyang City.Based on Xiangyang’s talent introduction policy and its implementation background,this paper uses qualitative analysis method to analyze the existing problems of Xiangyang’s talent introduction policy.On the basis of the practices of other advanced regions,it selects the input-output index data of Xiangyang from 2011 to 2018 to measure the policy effect of Xiangyang.By issuing questionnaires,the satisfaction degree of policy implementation effect is analyzed.On the basis of empirical analysis,this paper draws the following conclusions and suggestions on the basis of experience.Firstly,from the overall analysis,Xiangyang City has more policy-making on talent attraction and entrepreneurship,and relatively few policies on innovative talent cultivation and incentive,especially for talent mobility.Secondly,the comprehensive input-output evaluation and satisfaction evaluation found that Xiangyang City has implemented various characteristics of the talent introduction policy,and achieved remarkable results.The overall satisfaction level of the five aspects of policy implementation is higher,but the satisfaction level of innovative personnel training and mobility is lower.The level of input-output is not entirelyconsistent with satisfaction evaluation.Xiangyang City’s talent introduction policies mostly focus on the introduction of talent,incentives,entrepreneurship and other aspects,while the follow-up development and flow of talent lacks effective policy guidance.Based on the above analysis,this paper puts forward corresponding policy recommendations from three aspects: policy formulation,policy implementation and policy environment,which lays the foundation for the follow-up study.
