With the further reform and rapid development of China’s vocational education,it is urgent to train a large number of high-quality professional workers and skilled personnel who can meet the needs of socialist modernization.In the face of the ever-expanding scale of HR in vocational schools and the increasingly complicated organization and management structure of HR.It is an important condition and guarantee mechanism,with efficient and normal operation in vocational colleges,to improve the management level of HR and the quality of education and service.This mechanism related to the most fundamental management,which is the guidance of evaluation for employees’ daily behavior and their career goals as well as an important means for incentive.Furthermore,it is also significant and effective means for communication and feedback.The fundamental objective of this kind of mechanism is to realize the long-term development and increase the socio-economic efficiency of HR..Under the guidance of the HR development and management knowledge understood by MBA students,this paper gives a comprehensive analysis on the current performance appraisal program related to the administrators and professional teachers in the YM vocational colleges.It also dissects the main problems and causes existed in this program.According to previous research,the paper proposes a overall theoretical framework and ideas on establishing the performance appraisal system in the YM vocational colleges.The different methods of performance appraisal are set up in this paper to evaluate all employees from the various occupations with different personality in the YM vocational colleges.The administrators will be evaluated by the 360-degree performance appraisal while the professional teachers will be evaluated by an integration system based on the 360-degree method and the key sectors of KPI in performance appraisal.Some practical measures and guarantee means are put forward based on the realities in YM vocational colleges.Through research carried out in this paper,a set of sound system for performance appraisal and management should be established.It is believed that the system of performance appraisal and management discussed in this paper will gradually develop into a strong support for achieving its strategic goals.
