Under the background of the "New Normal",economic transition and the optimization upgrade industrial structure,our society needs many high-quality application-oriented talents.In order to meet these demands,our higher education ought to make timely adjustments.In recent years,to cultivate the high-quality application-oriented talents has become a hot topic.The transformation of local universities is no longer just a theoretical exploration which has became implementation action.In this case,many local universities in Liaoning Province have also joined the ranks of transformation and explored in the process.This study takes 14 local Universities in Liaoning Province as the research object.It is guided by institutional change theory,education law of internal and external theory and triple helix theory.This study analyzes the texts issued by the central government and 25 provinces(autonomous regions)on policies to promote the transformation of local colleges and universities and build a research framework to analysis 14 local Universities in Liaoning Province.Using the research methods of literature analysis method,text analysis,case study to analyse the collected data.To find the existing problems in the process of transformation and give the concrete suggestions.This paper is divided into four chapters.The first chapter is introduction which describes the research background,purpose and meaning,the core definition concept and the study based on theoretical principle.The paper got the analytical perspective and framework from the shortcomings of current available research studies and results.The second chapter mainly analyzes the policy background of the transformation on local universities.It divides into two aspects.On the one hand,getting the transformation features from local universities transformation policies which are issued by the country and 25 provinces.On the other hand,revealing the true motivation which the government in Liaoning Province presses forward on local universities transformation.The third chapter mainly introduces the status and existing problems in the process of local universities transformation in Liaoning province.This part focuses on four sections.That is school orientation,goal orientation,subjects and majors,"dual qualified " teachers team and social service.According the existing problems in the transformation of 14 universities in Liaoning Province.The fourth chapter proposes targeted strategies and suggestions from 3 perspectives: the government,the university and the society.To sum up,the study concludes the transformation status and existent problems from the transformation process of the 14 local universities in Liaoning province and proposes the main strategies for transformation and development. |
