| Higher education has always been an important topic of discussion in our country.However,the independent enrollment of colleges and universities is an important channel to higher education,so it has attracted people’s attention since it came into being in 2003.However,in January 2020,the Ministry of education has clearly announced that it will be abolished,and then issued the opinions of the Ministry of education on carrying out the pilot work of basic discipline enrollment reform in some universities(referred to as the "strong foundation plan").The independent enrollment of colleges and universities has existed for 17 years in China,and the accumulation of rich experience in the rule of law plays an important role in the "strong foundation plan".In order to make the "strong base plan" better implemented,we still need to turn back to the legal review of the independent enrollment system of colleges and universities,summarize the experience of the rule of law regulation,emphasize its historical contribution,and help the "strong base plan" perfect implementation.The object of our legal review is the independent enrollment system of colleges and universities in China.The independent enrollment system of colleges and universities refers to the system that colleges and universities,within the scope of legal provisions,combine their own characteristics,organize their own examinations and decide their own admission.The proposal,development and abolishment of independent enrollment system in Colleges and universities lasted for 17 years.Although it has been abolished,it still has great historical value.The article is divided into four parts.The first part reviews the development process of the independent enrollment system of colleges and universities in our country,which is helpful for us to have a deep understanding of this system.The second part studies the value of the independent enrollment system of colleges and universities,and finds out its significant historical contribution,so as to inherit and carry forward in the future system.The third part analyzes the reasons for the abolition of the independent enrollment system,which is the problem of the independent enrollment.Based on the analysis of different perspectives and the reflection of the actual cases,the paper concludes the reasonable reasons for the abolition of the independent enrollment system in Colleges and universities.The fourth part describes the experience of the independent enrollment system of colleges and universities on the model construction of "strong base plan".We use the value of the independent enrollment of colleges and universities obtained from the previous research to form a good reference for the strong base plan,let it not follow the "failure road" of independent enrollment,and construct the "strong base plan" enrollment model.On the one hand,it is necessary to analyze the reasons for its abolition;on the other hand,it is necessary to summarize its good historical value,highlight the model construction of the "strong foundation plan",and make the "successor" of independent enrollment run well as scheduled. |
