| The countryside is a complex regional system with population and land as the core elements.The coordination between human and land is the prerequisite and foundation for the sustainable development of rural regions.In the context of rapid urbanization and industrialization,rural issues such as the weakening of the main body of rural society and the empty abandonment of village construction land have severely restricted the development of rural society and economy,and the relationship between rural people and land has been developing out of balance.In this context,studying and grasping the development dynamics of rural population and rural residential land,deeply digging and analyzing the relationship between population and residential land in different land systems,and proposing optimal management strategies for rural residential land in the future are not only useful for promoting rural human-land coordinated development is of practical significance,and it is also of great value for promoting the modernization of agriculture and rural areas and the integration of urban and rural areas.This paper takes the agricultural and reclamation regions of Heilongjiang Province as the research region,using the Tapio decoupling model,Arc GIS spatial mapping technology,and mathematical statistical analysis to analyze the temporal and spatial changes of the rural population and residential lands in different land system areas over the past 23 years.It also analyzes the differences in land systems between agricultural and reclamation regions,and discusses the management countermeasures of rural residential land from the perspectives of rural settlement consolidation and homestead withdrawal.The main research contents and conclusions are as follows:(1)The province’s rural population number,rural residential land areas,and per capita residential land areas are all showing a decreasing trend.Among them,the number of rural population in reclamation regions increases linearly,while the residential land area is in a state of decreasing fluctuations;except for the increase in Suihua and Jiu San Administration Bureau,the per capita residential land area has a decreasing trend;the number of rural population has a negative correlation with the area of residential land Relationship,land use shows an intensive trend.The number of rural population in rural regions fluctuates continuously and generally decreases;rural residential land area changes greatly in different years,but the overall decrease is slower;the per capita residential land area of each county shows "decrease in the southeast and north,and increase in the west" There is no correlation between the number of rural population and rural residential land areas,and land use has not formed a certain rule.(2)The decoupling relationship between the rural population and residential land in the whole province and the overall rural region is a weak negative decoupling type,showing an uncoordinated development trend of both the rural population number and the rural residential land areas decreasing,and the rural population decreasing rapidly;The reclamation region is a type of strong decoupling in which the population grows and the land area of rural residential lands decreases,showing a state of coordination between human and land.On the county scale,53.25% of counties in agricultural regions are in a negative decoupling state,of which weak negative decoupling accounts for the highest proportion(43.9%);77.78% of counties in reclamation regions are in a state of decoupling,of which the human-land relationship has the most changing trend The coordinated strong decoupling type accounted for the highest proportion(71.43%).From the perspective of spatial characteristics,within the same county(city),there are obvious differences in the types of decoupling between the reclamation region and the agricultural region.From the perspective of decoupling reasons,local cities and rural areas have a relatively obvious urban-rural dual structure in urban and rural development strategy,economic development,and construction of public service facilities.This is caused by the dual urban-rural land system.The land system in the reclamation region is one yuan,there is no obvious urban-rural difference,and the income level of the farm population is the same as that of the urban area.Therefore,the difference in land system is the core difference of the type of decoupling between agricultural and reclamation regions.(3)There are certain differences in land systems between reclamation regions and agricultural regions.State land ownership is implemented in the reclamation region.The state administration of land reclamation has the right to adjust the residential land system in a timely manner according to the development trend of modern agricultural industry,and coordinate the spatial layout of population and residential land within the entire farm through the "removal of teams and construction areas" to achieve human-land compatibility.Ordinary agricultural regions implement a dual system of land ownership and collective ownership.In the context of rapid urbanization and agricultural modernization,there are fewer policy tools for rural residential land adjustments,homestead withdrawal mechanisms are not perfect,and rural hollowing continues.Intensified,and even the phenomenon of people decreasing and increasing land,so the negative decoupling state is too much,which is not conducive to intensive land use and social and economic development.In the future,the reform of rural residential land managemen of Heilongjiang Province should focus on the adjustment of homestead withdrawal and the optimization of the rural residential land system to solve the current obstacles in rural homesteads and rural residential areas,and build reasonable rural homestead property rights.System,homestead withdrawal system,and continuously optimize the spatial system of rural residential land,so as to ensure that the pattern of rural residential land is compatible with the modernization of agriculture and rural areas and the development of urban-rural integration. |
