| In recent years,employment priority policy has been placed at the level of macro policies,giving employment a more prominent position in various government work and giving employment a higher priority in macro policies.Employment has become the most important livelihood,and is also the fundamental of the national economic development.Fundamentally,all of them provide guarantee for the realization of full employment.College graduates have always been an important part of the employment group,with the increase number of college graduate,coupled with the impact of the economic downturn and the expansion of graduate enrollment,the graduate group is facing a more complex and severe employment situation.Implementation is most important,whether employment policy can solve the problem of college graduates.Therefore,it is very necessary to study the behavior choice in the process of implementing the environmental protection police.Taking Jinan City of Shandong Province as an example,this paper mainly studies the policy implementation process of college graduates in Jinan.Through case analysis,interview,questionnaire,empirical and comparative analysis,this paper summarizes and studies the text of employment policy,measures and effects of employment policy for college graduates in Jinan in recent five years,survey and provides operational policy suggestions to solve these implementation problems.Based on Smith’s policy implementation process model,this paper analyzes four factors:policy itself,implementation subject,target group and policy environment.And summarizes the main problems and causes in the implementation of employment policy for college graduates,and provides operable policy suggestions to solve these problems.This paper is divided into five parts:The first part describes the research background,research purpose and significance,research status at home and abroad,research content and research methods.The second part mainly discusses the basic theory of policy implementation and the definition of relevant concepts,based on the new public service theory and the public policy process theory,this paper introduces the model of policy implementation process and makes reference.The third part analyzes the current situation of the employment policy and its implementation,combs the existing employment policy,the implementation process and the implementation effect of the employment policy in Jinan.The fourth part,through relevant statistical data,investigation and interviews,analyze the problems existing in the employment policy and its implementation,such as insufficient planning and strength of the employment policy,ineffective implementation of the employment policy,and insufficient ability of the target group of the employment policy.The fifth part puts forward some feasible suggestions for the implementation of employment policy,including improving the policy system,improving the executive power of the executive body,broadening the implementation path of target groups,optimizing the policy implementation environment.Based on questionnaire survey,interview and data analysis,this paper discusses the composition structure,implementation status,implementation effect and problems of employment policy for college graduates in Jinan.Taking the implementation analysis framework of employment policy for college graduates in Jinan as the research starting point and relevant issues as the breakthrough point,analyze the implementation of employment policy for college graduates in Jinan.Try to put forward the countermeasures to improve the efficiency and effect of the employment policy for college graduates in Jinan.Given that all provincial governments in China need to implement employment policies,this study may provide reference or reference value for other local governments. |
