General secretary Xi Jinping,when he participated in the deliberations of the Guangdong delegation,put forward that "talent is the first resource".With talent,there is a source of power for development.At present,Wuhu talents are faced with many problems:lack of talent development,lack of high-level talents,rapid speed of brain drain and serious shortage of talents.This paper attempts to combine with the background of the integration of the Yangtze River Delta,through the analysis of the factors affecting the flow of talents,to study the reasonable path to promote the flow of talents in Wuhu City,in order to optimize the allocation of talents and enhance the development ability of the city.Based on the relevant academic research at home and abroad,this paper adopts the form of questionnaire and stratified sampling method to investigate the willingness of talent flow of 280 talent samples from 7 cities,28 units in the Yangtze River Delta region.The data are processed by SPSS software,and the regression coefficients of various influencing factors are calculated by using multiple linear regression analysis to obtain the willingness and influencing factors of talent flow The regression model of talent flow intention is constructed.Through the study,we find that the factors that affect the flow of talents in the Yangtze River Delta can be roughly divided into personal,employment,political,economic and social factors.Age,file system,education level,registered residence policy,legal environment,economic difference,social security policy,salary,work intensity,medical conditions and other factors have strong influence on the mobility of people.This paper focuses on the political,economic and social factors affecting the flow of talents in Wuhu City,and analyzes the specific situation of politics,economy,culture,education and medical treatment in Wuhu City.It is found that there are many environmental obstacles hindering the flow of talents in Wuhu City,including imperfect laws on talent protection,imperfect management of personnel files and inadequate social security system Public service function is not strong enough,structural barriers caused by industrial convergence,protective psychology caused by economic differences,lack of cultural empowerment,low level of education,lack of high-quality medical care and so on.This paper finds that Wuhu City can effectively promote the rational flow of talents by optimizing the political,economic and social environmental factors.From the political environment,we should strengthen the management of personnel files,reform registered residence management system,strengthen the legal protection measures for talents flow,improve the social security system and strengthen the service function of the government.From the perspective of economic environment,we should implement the development strategy of "taking advantage of the situation" and "dislocation",and form the development thinking of "win-win" and "coordination".From the social environment,we should establish the awareness of the Yangtze River Delta,enhance the sense of cultural identity,consolidate basic education,develop higher education,optimize the allocation of medical resources,and promote the construction of medical information.Through the comprehensive improvement of political environment,economic environment and social environment,we should seize the opportunity of Yangtze River Delta integration and further promote the work of "recruiting talents and introducing talents" in Wuhu City.
