The Yangtze River Delta region plays a very important role in the national economic and social development.With the strong development of regional economy,the high-quality living and employment environment in the cities of the Yangtze River Delta has a strong attraction for talents from all over the country.Scientific and technological talents are the key to the integration of scientific and technological innovation in the Yangtze River Delta.Both scientific and technological breakthroughs and research and development innovations need matching human capital,and human resources need to be optimized and allocated comprehensively in the region to improve the efficiency and effectiveness of resource development and serve the strategic development plan of the overall regional scientific and technological innovation.In recent years,the macro-guidance policies for scientific and technological talents in the three provinces and one city of the Yangtze River Delta have stepped to a higher level,and the policies for scientific and technological talents have become more flexible and innovative.It is of theoretical and practical significance for the Yangtze River Delta to realize the high-quality integrated development of science and innovation and to build the national source of science and innovation in the future.Since 2015,there has been a qualitative and quantitative increase in the talent system and mechanism in the Yangtze River Delta region and the policies on the integration of science and innovation in the Yangtze River Delta region.This paper conducts a study on the synergistic effects of science and technology talent policies in the Yangtze River Delta region from 2015 to 2020.Firstly,through policy tool analysis and data envelopment analysis,the collaborative evaluation framework of science and technology talent policy in Yangtze River Delta is constructed,the text content of science and technology talent policy in Yangtze River Delta is evaluated from the policy tool analysis framework,and the implementation effect of science and technology talent policy in Yangtze River Delta is evaluated from the data envelopment analysis framework.Thirdly,through quantitative empirical analysis,it is found that the policy tools and the policy effects in the Yangtze River Delta are not sufficiently coordinated.Finally,from the promotion of regional science and technology environment level,stimulate regional science and technology innovation vitality;Optimize the layout of regional scientific and technological talents to promote the high-quality development of regional scientific and technological talents;Promoting the transformation of regional scientific and technological achievements and improving the efficiency of regional scientific and technological innovation.
