Talent is the foundation of a nation,is the management of politics, and brings about the prosperity of business. Human resources are the primary resource, play the strategic, fundamental and decisive role in national economic and social development and are the key to national revival. Human resources professionals as the most dynamic and creative part of the person has initiative, timeliness and socialism. The challenge of talent shortage we are facing is the most fundamental of the most important challenges, for the positive Undergoing rapid economic development of the Lijin is even more so. Development of human resources plays a special role in the development of Lijin County. to promote the development of Lijin areas, a number of highly qualified workers must be needed.Personnel development must be put on the agenda,and as a regional development priority. Exploring the value of talent, talent status of Lijin Area, talent development and problems and how to build a good system of regional development will be of far-reaching significance. The basic problem described in this paper is:Firstly, it elaborates the close relationship between talent development and economic development of the Yellow River Delta . The role of human resources is reflected in the political, economic, and cultural aspects. For a regional economic development personnel has played an extremely important catalytic role, is an important engine of economic development and the driving force.The total amount of human resources and the level of talent level and the efficiency of the use of talents are the important factors affecting the speed and degree of economic development of a region. The economic development of Yellow River Delta can not be successful without talent training.Secondly, it analyzes the supply and demand of Lijin's talent,mainly discusssing about the natural environment of Lijin county, the value of talent development strategy, the key of the talent demand and the supply of internal and external personnel.Thirdly, it analyzes the current situation and development of human resources of Lijin County.The mainly problems are the total lack of talent,low level, incoherent structure; traditional employing concept; irrational distribution of human resources; imperfect personnel evaluation system, lack of incentive policies; unsmooth import and export channels, serious brain drain and imperfect personnel utilization.In addition ,human services system is not perfect and the atmosphere of respect for talent is not thick.The existence of these problems restrict the future development of Lijin County to some extent.Finally, Lijin county propose a talent development strategy to solve the problems above.For example, it will establish a new concept of scientific development of human resources; will build a suitable personnel development policies and high ecological and economic system, and will build the requisite human resources ,efficient eco-compatible education system and sound human resources flow mechanism. Besides, it will optimize the allocation of talent and the use of human resources environment, enrich human resources information and improve human resource reserves. Reasonable solutions to these problems are of great strategic significance and they will have a profound impact on further economic development of Lijin county.
