At present,China has entered the era of popularization of higher education,and the core of the development of higher education has shifted from the growth of quantity to the improvement of quality.In order to improve the quality of higher education and create high-quality talents in the new era,the Ministry of education has issued a series of policy documents to guide and promote the construction of undergraduate teaching quality assurance system.Colleges and universities have made some achievements in the practice of building undergraduate teaching quality assurance system,but also exposed some problems.The existing research mainly discusses the "should be" state of the teaching quality assurance system under the outcome-based education.It does not examine the actual situation of the current undergraduate teaching quality assurance system from the perspective of the outcome-based education,and lacks the countermeasures based on the actual problems.Based on the existing research,this paper pays close attention to the practice of higher education in China,analyzes and discusses the problems existing in the quality assurance system of undergraduate teaching under the outcome-based education by using literature and interview method,and puts forward the improvement countermeasures.This can not only supplement the existing research,but also conform to the current policy guidance.Firstly,the paper introduces the research background and significance,research status at home and abroad,research ideas and research methods,and defines the core concepts of "undergraduate teaching","teaching quality","undergraduate teaching quality assurance system".Secondly,it summarizes the theory of outcome-based education,including the origin and evolution of the theory of outcome-based education,the theoretical basis of outcome-based education,the main content of outcome-based education,the main characteristics of outcome-based education and the significance of outcome-based education to the undergraduate teaching quality assurance system,which lays a theoretical foundation for improving the undergraduate teaching quality assurance system based on the outcomes.Thirdly,this paper discusses the current problems of undergraduate teaching quality assurance system in China based on the outcomes.In the aspect of undergraduate teaching quality standard,there are some problems including insufficient reflection of students learning outcomes,weak characteristics,imperfect quality standard of teaching process,lack of students’ participation in the development and revision;in the aspect of undergraduate teaching quality monitoring,there are some problems including the insufficient breadth and depth of monitoring;in the aspect of undergraduate teaching quality evaluation,there are some problems including the single subject of students’ learning outcomes evaluation,the incomplete content of students’ learning outcomes evaluation,and the evaluation of students’ learning outcomes focuses on quantitative evaluation and summative evaluation;in the aspect of feedback and correction of undergraduate teaching quality,there are some problems including the lag of teaching quality information feedback,the lack of in-depth research and discussion of quality feedback information,and the lack of further tracking and implementation of teaching quality rectification.Finally,it puts forward the improvement countermeasures of undergraduate teaching quality assurance system from the perspective of outcome-based education.Universities should improve the undergraduate teaching quality standard system from developing the undergraduate teaching quality standard according to the students learning outcomes,strengthen the characteristics of undergraduate teaching quality standards,improve teaching process quality standards,enhance students’ participation in the development and revision of undergraduate teaching quality standards;improve the undergraduate teaching quality monitoring system from strengthening the breadth and depth of teaching quality monitoring;improve the undergraduate teaching quality evaluation system from build a multi subject evaluation system of students learning outcome,strengthen the comprehensiveness of the evaluation contents,reform the evaluation methods of students learning outcome to enhance the scientificity of the evaluation results;improve the feedback and correction system of undergraduate teaching quality from optimize the feedback mechanism of teaching quality information and improve the long-term mechanism of teaching quality improvement to achieve the ultimate goal of continuous improvement of undergraduate teaching quality assurance system.
