Due to more and more people have participated in civil service examinations in recent years,which has led to the emergence of company specializing in the examination and training of civil servants.The H Education Culture Company,which is mainly engaged in the training and education of civil servants,continues to expand its total business volume,which benefits from the large-scale market demand.However,its current building process is not smooth enough,and there is a certain resistance to development.In order to solve the risk problem caused by the adjustment of market demands,the company must set up a more advanced and flexible construction strategy.Unfortunately,its current strategic plan is difficult to meet the above requirements.Cultivating a team of highly competent trainers is a prerequisite for the continuous development of relevant civil service education and training institutions,and even the entire training industry.Therefore,it is necessary to pay attention to the construction law of the key competence and quality of the trainer team.The purpose of this article is to explore the abilities that an excellent trainer should have for the job.The significance of this paper is to construct a relatively sound and reasonable trainer competency model in order to provide references for similar training institutions.This paper analyzes the current job requirements and teaching staff of trainers in H Education Culture Company.The main problems of the trainers are as follows: 1.The company’s trainers have a short average working life,less teaching experience,and lack of professional knowledge and skills.2.The evaluation mechanism is unreasonable.In depth analysis of the causes of the above problems,the most fundamental reason is that there is no definition of the knowledge,skill level and deeper potential factors such as communication and coordination,comprehensive analysis ability of excellent trainers.Based on the above reasons,we need to explore the basic characteristics of excellent trainers’ competency,determine the factors that affect the competency of trainers,and establish a set of standards to evaluate the competency of trainers,which is the fundamental measure to solve the current problems of H Education Culture Company.That is to establish the competency model of H Education Culture Company.The establishment of the model can also provide effective support for the subsequent improvement of the trainer’s competency.This paper will take the competency theory proposed by Mc Clelland and Spencer as the core,design a set of systematic competency model construction scheme.Define the competence of outstanding performers as the competency elements in the job standards,obtain the elements of the competency of the trainer’s position,divide the competency element grades of the trainer,and finally through the construction process,clarify the competence of the trainer,according to the competency elements Level,the competency model of trainers is constructed from two aspects: apparent competency elements and potential competency elements.In order to better apply the training instructor competency model,improve the trainer competency,combined with the actual situation of H Education Culture Company to provide improvement measures,in order to achieve the purpose of demonstrating the effectiveness of the model.Based on the trainer competency model,this paper puts forward improvement measures from two aspects of trainer recruitment and training: first,improve the recruitment management system,clarify the recruitment process,improve the recruitment standards,increase the training link for the interviewer,increase the proportion of interview assessment,and comb the recruitment selection methods.Second,improve the training management system.Based on competency model,this paper puts forward improvement measures for training demand analysis,training plan formulation,training implementation,training effect evaluation and assessment in training management system.
