Under the <National long-term Education Reform and Development Plan(2010-2020) > and the "five-second" new targets of Heilongjiang Province, the structure of ordinary undergraduate university teachers tends to be more reasonable and the construction of teachers gains great development, but there are some factors which influence the development of undergraduate education in Heilongjiang province, including the policy guidance, regional factors and historical factors, to make the research of the teachers' structure more importance and urgency.The study takes the structure of Heilongjiang ordinary undergraduate academy teachers as the research object, integrating the use of literature, historical research, comparative method and the case study method to analysis Heilongjiang ordinary undergraduate academy teachers by statistical research. Along the idea of "History-Analysis- Discussion- Suggestions", it expands. Based on the changes of universities teacher's policy in our country, analyzes the history evolution and features of ordinary undergraduate university teachers in our province. Then contrasts the structure of undergraduate academy teachers in Heilongjiang with the national team structure and several provinces to analyzes the current situation in our province, then chooses twelve different types and levels of ordinary colleges and universities' the teachers structure development data, to analyze the common and the personality issues in our teachers structure. The last part puts forward some suggestions to optimize the teacher's structure of Heilongjiang Province ordinary undergraduate academy on the basis of analyzing the problem and the reasons.
