Modern vocational education(school-based vocational education)has evolved into a complex system since the industrial revolution of the 18th century,which has been derived from the traditional school education system to meet the needs of social progress and specialized division of labor.The complexity of the system(Edgar Moran)continues to enhance the mission and ability to meet the diverse needs of human development and promote sustainable economic and social development.The modernization process with industrialization,informationization,urbanization,marketization and internationalization as the main content,and the grand goal of building a well-off society in an all-round way,is becoming an important era background and mission opportunity for the complex system evolution of Jiangsu vocational education.Based on the perspective of the academic system with the main content of the talent cultivation specification framework,this paper studies the reform and development of Jiangsu secondary vocational education in the new era,aiming at clarifying the reality and major challenges of Jiangsu vocational education in the process of economic and social modernization in the current period;The demand for the development of vocational education in the process of economic society and human development in the process;grasp the basic path of vocational education structure adjustment in the experience and trend of vocational education development in major countries and regions;propose the future development of secondary vocational education in Jiangsu The main ideas and practical roads.The paper makes an in-depth analysis of the relationship between vocational education and economic society and human development.On the basis of summarizing the basic laws,main experience and rational reflection of vocational education development,the paper constructs the mechanism model of Jiangsu secondary vocational education innovation development.This mainly includes the dynamic mechanism of career development consisting of exogenous and endogenous,and the balance mechanism of the educational process consisting of instrumentality and human nature.Among them,macroeconomic policies,economic development,social foundation,cultural environment and other external forces are the main driving forces for the development of vocational education;the institutional policies,funding inputs,academic structure,professional settings,curriculum models and other endogenous forces of vocational education,It is the inner main force of the development of vocational education.Vocational education is realized through the professionalism of the systematic education process,constantly demonstrating and exerting its instrumental value.In a certain sense,instrumentality constitutes its main characteristics and is an important embodiment of its economic value.Since the end of the 20th century,with the rapid development of the knowledge economy,the technological progress represented by information technology has continued to grow in industrial upgrading,and the production organization model has undergone important changes.The original Taylorism and Fordism models of vocational education have undergone major changes.The more attention is paid to the mobility of the profession,the variability and the flexibility of professional ability,the attempt to break through the professional ability that is limited to the knowledge and skill level,the position-oriented group and the occupation group,and emphasize the professional quality and ability to deal with complex occupational situations and problem solving,and gradually The rise from "school to work" to "from school to career" concept and practice.This requires vocational education in the professional settings,curriculum models,evaluation methods,academic management and other aspects from the career as a logical starting point and final destination,to more attention to learner differences,guided by multiple intelligence theory,from individual career development and lifelong development The high degree of reconstruction of the educational process,promote and deepen the integration of school-based learning and work-based learning.Based on empirical research,data analysis,and problem analysis,the paper scientifically analyzes the stage and level of economic modernization in Jiangsu’s modernization process and vocational education.First,Jiangsu is undergoing a transition from industrialization to later stage,industrial adjustment and technological upgrading.The second is the continuous changes in the population and employment structure,the acceleration of service industry upgrading and urbanization;the third is the increase in the proportion of residents’ education consumption,and the increasing demand for quality education;fourth,the willingness and intensity of education development in various regions,but There are differences in input orientation.Based on this,the basic tasks of the reform and development of vocational education in Jiangsu are proposed:first,adapting to the needs of economic development,promoting the upgrading of human resources and structural optimization;second,adapting to improving the needs of people’s livelihood,promoting social transformation and the lifelong development of the public;third,adapting to the needs of career development,Promote attractiveness and sustainable development.The paper also analyzes the development status and international experience in combination with the development of Jiangsu vocational education.It points out that the current development mechanism to deal with the changes in student resources and the needs of new education has not yet been established.The questioning of the quality of education still affects the social recognition of vocational education and the way of student development.Insularity still restricts people’s demands for educational choices,and the divided labor market puts vocational education graduates at a disadvantage.What is pointed out?Jiangsu vocational education development must meet the needs of the masses on the basis of improving labor supply.Education needs;need to improve quality through open competition on the premise of obtaining basic resource security;need to change the administrative management mode under the principle of demand-oriented and efficiency improvement;effectively improve basic human resources in serving rural revitalization and urbanization The level of resources.On this basis,it proposes a moderate promotion of high-level migration and diversification of schooling,enhancement of the openness and flexibility of the academic system,transformation of the mechanism of school development and quality improvement,implementation of appropriate regional differentiation development policies,and optimization of the system linking the labor market.The main ideas such as the environment,and put forward policy recommendations on the approach of Jiangsu secondary vocational education to cope with challenges and the development of institutional mechanisms.
