Poverty alleviation is an important measure to implement the four comprehensive strategic layout,and education poverty alleviation plays an important role in targeted poverty alleviation.China is a large agricultural country with a large rural population.The construction and development of rural schools play an important role in educational poverty alleviation.The development of rural schools can not be without the vast number of rural teachers.The professional development of rural teachers plays an important role in educational poverty alleviation.With the in-depth research on the professional development of rural teachers,it has become an important topic to explore the incentive mechanism of rural teachers’ professional development.An effective incentive mechanism can stimulate and mobilize the enthusiasm and internal driving force of rural teachers’ professional development,and accelerate the professionalization of rural teachers.Through the investigation,analysis and research on the incentive mechanism of rural teachers’ professional development in G District,as well as interviews with teachers,the author found that the current incentive mechanism does not fully play its role in stimulating the professional development of rural teachers.These problems can be analyzed and summarized from the three aspects of incentive policy guidance,incentive management system,and intrinsic incentive support system: the first is the insufficient policy guidance of material incentives,and the imperfect job title evaluation system;the second is lack of creating an environment of service and cooperation,lack of guidance for teachers’ personal professional development goals to be consistent with school goals,lack of a perfect teacher evaluation system;the third is lack of the strengthening of teachers’ personal professional development willingness and lack of guidance for professional achievement.According to the survey data and interview analysis,combined with the consideration of influencing factors,this study puts forward specific principles and strategies of incentive mechanism construction.The principle of incentive mechanism construction includes five aspects: the principle of combination of internal and external incentives,the principle of combination of material and spiritual incentives,the principle of compatibility of individual and collective incentives,the principle of combination of unity and flexibility,and the principle of overall planning of urban and rural development.The construction strategies of incentive mechanism include: first,focus on the overall development of urban and rural areas,and build incentive policies with rural characteristics;second,attach importance to environmental incentives and create a teacher development community;third,focus on spiritual incentives to meet the high-level needs of teachers;fourth,adhere to people-oriented,and improve the evaluation,performance and promotion systems of teachers;fifth,follow the rule of teacher development and implement individual incentive measures.
