This research aims to study the current situation of incentive mechanism of artteacher’s professional development in rural primary school in Suining County of HunanProvince.This research mainly researches from aspects, which includes the teacher ownincentive (the Consciousness of professional development、 the ability ofprofessionalism)、the situation of school’s incentive (environmental motivation、performance and compensation incentive、professional activities’inventive)、teachersattitudes about the school’s incentive and the national policies, in order to in-depthanalysis the problems and causes in the present situation of incentive mechanism.Because the number of the art teachers in rural primary school in Suining County isonly38, the author considers the survey sample is small, to achieve the research’spurposes, the research is mainly based on interviews and aided by questionnaire, whichinvestigates rural primary school art teachers in twenty-two primary schools in SuiningCounty. The interview survey chose twelve art teachers、four school administrators、twoleaders of the educational administrative departments with the method of randomsampling, using structured interviews and semi-structured interviews,aiming at theimportant information to the tape and do the corresponding electronic document. Foranother, a total of38copies of questionnaire were issued, and36questionnaires werevalid, the recovery of the questionnaire was94.7%, the data was analyzed withSPSS17.0statistical software. According to the analysis of interviews andquestionnaires, the conclusions of this research are as follows:①The art teachers are lack of self-motivated consciousness,and their professional quality is low. Art teachers in rural primary school on their own development goals arenot clear, their professional development are observed to be dependent and passive. Artteachers’ teaching skills and professional skills are low, the concept of art education isbackward, the overall teaching level is relatively low.②Performance appraisal mechanism and incentive compensation is notreasonable. The target of performance appraisal is lack of critical,flexibility andindividual. Because of these factors, which cause the unfairness of salary distribution,thus influenced its independence of the art teacher professional development.③The school environment incentive is not perfect, which is lack of motivation,the information is poor mobility, and lack of material support which the art teachersneed to put education into practice.④Teachers’ professional development activities are lack of incentives. Notaccording to the problems of actual situation of the school and the arts teachers to carryout professional development activities, the time and chance which art teachers have toparticipate in the training activities are too little, the training form is single, the intensityof training is small, so the results are not good enough.The factors that cause a series of problems are:①The art teachers in rural primaryschool whose self-development consciousness are poor.②The negative effects ofentrance examination.③The social status of the art teachers in rural primary school islow.④The school management system is not reasonable.⑤Our country is lack of thepolicy to incentive.Based on the findings above, suggestions for the administrative departments ofeducation, schools, teachers and further research were presented.
