| The long-term pursuit of high economic growth speed has also brought about serious imbalances in regional development.In order to maintain sustained and stable economic development and meet the requirements of high-quality economic development,what effective measures are taken to reduce the population pressure in core cities,solve the loss of talented people in undeveloped regions,and supporting high-quality economic development,those are really serious problem the government should take efforts to solve.Based on the "cost-benefit" theory,this paper takes basic public services into the population migration decision-making model,and then builds an endogenous economic growth model by using population immigration as an increase in human capital.Theoretical analysis finds that basic public services can attract population to immigrate in a positive direction,and promote regional economic growth indirectly.Further,this paper uses panel data from 271 cities across the country from 2001 to 2016 and uses GMM generalized moment estimation for empirical tests.The results show that the higher level basic public services stay,the faster the regional economic develops;the net immigration can promote economic growth significantly.Besides,by setting an interactive term between basic public services and the net migration of regional population,it is found that basic public services can promote regional economic growth by attracting population migration,and the theoretical viewpoint is verified.Based on the above conclusions,this paper proposes that,We should increase fiscal transfer payments in backward areas,optimize the local public service supply structure,and develop and improve the equalization system of basic public services based on actual local situation,such as population structure and industrial structure.And some related policies and statutes need to be published by government at the same time,such as policies of talent attraction to promote orderly population flow and balance the distribution of population,to create strong momentum for regional economic growth and make sure regional economy develops healthily. |
