The Current Situation,Problems And Improvement Paths Of Zhejiang Colleges In Counties From The Perspective Of Collaborative Governance

Since the beginning of the 21 st century,China’s economy and society are facing continuous development and progress.Zhejiang Province,as a powerful economic province in China,has been in the forefront of the country in terms of both the total economic volume and the level of urban development.In recent years,with the introduction of many national policies to expand higher education enrollment,the development of county-level higher education in Zhejiang Province has provided favorable conditions,accompanied by opportunities and challenges.In the context of the overall implementation of the strategy of strengthening higher education in Zhejiang Province.This paper reorganizes the development course of running schools in the county level of universities in Zhejiang Province by using the method of literature analysis and case analysis,having summed up the forms and characteristics of county-level school-running of colleges and universities in Zhejiang Province at the present stage,the main driving forces of higher education in Zhejiang Province are the local government competition,the integration of urban economic circle,the demand of rural revitalization,the population gathering,the transformation of county economic development and the expanding demand of university space.This paper takes "county-level school-running of colleges and universities in Zhejiang Province" as the main research content,and analyzes the process of county-level school-running of colleges and universities,there are some difficulties and problems in the cooperation among local government,universities and enterprises,such as the imperfect government management mechanism,the weak ability of scientific research and transformation of universities at the county level,the mismatch of specialties and industries,the low degree of participation of enterprises,etc.,from the perspective of "Cooperative Governance",under the guidance of the theory of multiple cooperative governance and the three-helix theory,and from the three sides of government,university and society as the starting point,this paper puts forward an information exchange platform for the cooperative governance between universities and local enterprises,emphasizing the improvement of the supervision and evaluation system and the dynamic adjustment mechanism in the governance of county-level higher education,under the guidance of the coordinated strategy in the Yangtze River Delta region and the policy of higher education internationalization,and combining the reality of higher education in Zhejiang Province,establishing and perfecting the cooperative governance mechanism of county-level school-running in colleges and universities,and exploring the promotion path and method of county-level schoolrunning.On the one hand,it can sum up the historical experience and lessons for the future development of higher education in Zhejiang Province,on the other hand,it can also provide reference for the development and reform of higher education in other economically developed counties.
