With the increasing importance of vocational education,the importance of the integration of production and education has gradually become more prominent.Under the new normal of my country’s economic development,the requirements for the quality of talents cultivated by higher vocational colleges have been further improved.At the same time,in the development of local economy,higher vocational colleges are the main providers of human resources needed for their development.However,due to the difficulty of colleges to grasp the development trend of the industry and the absence of enterprises in talent training,there is still a certain gap between the talents cultivated by higher vocational colleges and the needs of employers.The integration of industry and education is conducive to the complementarity of education and industry in terms of talent,technology,and other elements,suggesting that Chinese higher education institutions should go for industry-education integration.However,the governance of the integration of production and education cannot be completed by a single subject,and requires collaborative governance.This paper focuses on the collaborative governance of industry-education integration in higher vocational accounting majors.It uses organizational analysis,stakeholders,and network governance theories to investigate the industry-education integration conducted in Yangzhou Z higher education in three dimensions:willingness,breadth,and depth of collaborative governance.The survey takes the colleges and enterprise managers involved as the interviewees,summarizes the factors that affect the collaborative governance of the integration of production and education in higher vocational colleges,summarizes the existing problems and analyzes them,and finally proposes strategies to realize collaborative governance.The investigation and study found that some factors in the environment of Z higher vocational colleges,as well as some deficiencies exposed in the practice of industry-education integration in collaboration with relevant subjects,brought about the willingness,breadth and depth of multi-subject industry-education integration collaborative governance.Some problems are also common in other higher vocational colleges in the collaborative governance of the integration of production and education.These problems are manifested in:the lack of willingness of relevant subjects to participate in the collaborative governance of the integration of production and education;the lack of autonomy in further developing the integration of production and education;the difficulty for the construction subjects of the integration of production and education to participate in policy formulation;insufficient depth of collaborative education.After researching these issues,this paper analyzes the following reasons:First,the lack of willingness to participate in the collaborative governance of relevant subjects is mainly due to the influence of the external environment and the lack of understanding of relevant subjects.The influence of the external environment is mainly brought about by the traditional culture of "emphasizing literature and ignoring skills" and the prevailing theory of "only the degree is important" in today’s society.The lack of understanding of relevant subjects is reflected in that enterprises ignore the fact that the integration of production and education can guarantee the supply of excellent human resources,and often take "free-rider" behavior in the collective action of talent training,schools lacks the concept of "connotative development".Secondly,the existing project-based support policies for the integration of production and education also have certain drawbacks.The application of the project-based policy focuses on the qualifications of the applicants,so it is easy to cause the "Matthew effect" in the construction of the integration of production and education in higher vocational education.Secondly,the project system has also become a "baton" for the integration of production and education in higher vocational colleges to a certain extent,which makes colleges lack autonomy.Thirdly,colleges and enterprises in the construction of industry-education integration are marginal "policy participants",making it difficult for them to convey their interests and demands encountered in industry-education integration to policymakers.It is also hard for them to influence policymaking.Finally,the form and content of the collaborative education of production-education integration in higher vocational colleges are relatively backward.The accounting major’s integration of production and education in Z higher vocational education is still at the level of "cooperative employment" and"cooperative education".However,some problems in collaborative education still need to be solved through innovative forms and content.Based on the above research and analysis,using the network governance theory,this paper puts forward several strategies to ensure the collaborative governance of the integration of production and education in higher vocational accounting majors.They are:clarifying the rights and responsibilities of multiple subjects in the collaborative governance of industry-education integration;establishing trust and improving the willingness of each subject to participate in the collaborative governance of industry-education integration;building a coordination mechanism to promote the formation of multi-center governance;innovating the form and content of industry-education integration to ensure the effect of collaborative governance of the integration of production and education.
