Teachers’ ability standard is the basic basis and important way of teachers’ professional development.Since 2012,China has promulgated the professional standards for teachers in primary and secondary schools,headmasters and teachers of secondary vocational schools,effectively promoted the professional construction of teachers in basic education and secondary vocational education.However,in the field of higher education,due to the complex development of various colleges and universities,the professional standards of university teachers have not been issued,which leads to the lack of scientific basis in training,qualification access,recruitment,assessment and evaluation of college teachers.The "Implementation Plan for Deepening the Construction of the " Double-Quality " Teacher Team in Vocational Education in the New Era" puts forward the construction of a hierarchical and classified teacher professional standard system including the universities of applied sciences.As an important part of China’s higher education system,the universities of applied sciences must scientifically build a team of "double-quality" teachers based on teachers’ ability standards.This study takes the "double quality" teachers in the universities of applied sciences as the research object.Through the use of literature research methods and questionnaire survey methods,based on structural teacher competence theory,benchmark-discriminatory two-dimensional teacher competence theory and system theory,this paper deeply understands the talent cultivation characteristics of universities of applied sciences and the essential connotation of "double quality" teachers.This paper analyzes the ability requirements of "double quality" teachers in the universities of applied sciences.Combined with the content framework of "double quality" teacher’s ability standard and the results of questionnaire survey,this paper constructs the ability structure of "double qualified" teachers in the universities of applied sciences from the four dimensions of education and teaching ability,professional practice ability,applied technology research ability and social service ability.On this basis,following the basic concepts and principles of the standard system design,the "double quality" teacher’s ability standard of universities of applied sciences including 4 first-class indicators and 15 second-class indicators is constructed.Finally,the Countermeasures for the implementation of the standards are proposed from the three levels of government,colleges and individuals.This study is divided into six parts: the first part introduces the background,purpose and significance of the research,summarizes the relevant theoretical and practical research results at home and abroad,and determines the research content and research methods.The second part defines the research object and scope,and clarifies the core concepts of this study,and briefly summarizes the theoretical basis of the research and the "double quality" teacher standard of vocational education in China.The third part clarifies the training objectives and training specifications of universities of applied sciences,analyzes the connotation and ability of "double quality" teachers,and summarizes the ability structure of "double quality" teachers in the universities of applied sciences The fourth part makes an empirical study on the competence structure of "double quality" teachers in the universities of applied sciences by means of questionnaire survey.The fifth part takes the "double quality" teacher’s ability structure as the core,constructs the "double quality" teacher’s ability standard in the universities of applied sciences and puts forward the corresponding suggestions for the implementation of the standard.The sixth part summarizes the main content and conclusions of this research,puts forward the innovative points of the paper,and looks forward to the deficiencies of this research and follow-up research...
