Construction of teaching staff is an important measure of the development level of universities of applied sciences,which has profound theoretical and practical significance for the construction of universities of applied sciences.Focusing on the construction of teaching staff of “double-position and double-ability” teachers in universities of applied sciences,this study analyses the aptitude and ability structure of “double-position and double-ability” teachers in universities of applied sciences and the clarify the characteristics of "double-position and double-ability" teaching staff with the method of literature analysis.On this foundation,this paper makes a survey on the construction of the teaching staff in three universities of applied sciences of the Beijing-Tianjin-Hebei region with the method of investigation,analyze the dilemma in the present development and propose corresponding measures.Universities of applied sciences belong to the undergraduate higher education that aim at cultivating high-quality applied front-line bachelor talents for production,construction,management and service industries.The traditional “double-position” teachers fail to meet the requirements of cultivating talents in universities of applied sciences.As a result,it is of high value to build an ability-oriented “ double-position and double-ability ” teaching team.“double-position and double-ability”teachers are supposed to have college teacher qualification certificates and qualification certificates of specialty and technology and possess teaching ability and practical ability.Practical ability requires teachers to have a multidimensional capability.The construction of a “double-position and double-ability” teaching team should highlight the features of universities of applied sciences,which lays stress on the cultivation and transformation of young teachers.The survey on three universities of applied sciences in the Beijing-Tianjin-Hebei region reveals that there universally exist the issues of inadequate number of teachers,unbalanced teaching staff structure,insufficient practical and teaching abilities in the construction of teaching staff of universities of applied sciences.The primary causes of these problems lie in the remaining traditional teaching concepts,imperfect policies and mechanism,difficulty in introduction of teachers,single method of teacher cultivation,less initiative teachers and absence of supervision.The analysis of the building of teaching staff of universities of applied sciences in Germany,Finland and Australia discover that meticulous management,strict teacher recruitment,the complete employment management of part-time teachers and formulated training are of high referential value to the “double-position and double-ability” teaching staff in universities of applied science in China.The building of “double-position and double-ability” teaching staff is a systematic project that calls for forces from all walks of life to promote gradually.Universities and teachers should convert traditional concepts to an ability-based teacher's view.As for the government and universities,it is recommended to improve the policies and mechanism of building “double-position and double-ability” teaching staff to provide a favorable environment for teacher's development.In addition,the introduction mechanism of “double-position and double-ability” teachers is to be perfected to enhance the teaching staff.What's more,the training policies of “double-position and double-ability” teachers are to be revised to improve the comprehensive competencies of teachers.Moreover,The competitive and incentive mechanism is to be established to stimulate teachers' incentive.Last but not least,the “double-position and double-ability” teachers' evaluation and supervision system suitable for the characteristics of universities of applied sciences is highly relevant to the construction of “double-position and double-ability” teaching staff in universities of applied sciences.
