| At present,Chinese economy is shifting from a stage of rapid growth to a stage of high-quality development.The development of a modern economy requires various types of talents as support.Secondary vocational education bears the important task of cultivating and delivering talents for the country.The state and Xingtai of Hebei Province have successively issued relevant policies on the training of secondary vocational talents.However,due to environmental factors such as students’ low motivation and poor ability,capacity limitations of teachers,lack of funds and other environmental factors,the implementation of the policy has been affected,there is a certain gap between the technical ability level of secondary vocational talents and the demand to high-skilled and high-quality workers.In-depth research on the implementation of talent training policies in secondary vocational education and analysis of factors that affect the implementation of talent training policies are crucial to improving the level of secondary vocational education talents in Xingtai.This research is composed of three parts: introduction,main text and conclusion.The main text includes five chapters.The first chapter clarifies the connotation of education policy implementation and the meaning of talent training policy research by combing the related theories of education policy implementation.The policy implementation process model are analyzed to provide a basis for follow-up research.The second chapter analyzes the text of the talent training policy of J School in Xingtai by sorting out the national talent training policy and the talent training policy of Xingtai,combined with the interview survey.The third chapter analyzes the current situation of the implementation of the talent training policy of J School in Xingtai through interviews and investigations,including the implementing agency,target environment and policy environment.The fourth chapter focuses on the specific problems reflected in the implementation of the policy of talent training in secondary vocational education in Xingtai,the factors that affect the implementation of the policy will be refined and analyzed through interviews.Chapter 5 proposes targeted strategies to improve secondary vocational education based on the analysis of the factors affecting the implementation of the policy of talent training for secondary vocational education in Xingtai. |
