In order to implement the scientific concept of development and vigorously develop vocational education,the state makes an important decision to subsidize secondary vocational education students.With the growing scale of secondary vocational education,family economic difficulties students group showed a trend of increase year by year,the implementation of policy of free tuition for secondary vocational education students just alleviate the urgency,help the poor families of secondary vocational students across the economic threshold of the received education,also greatly enhanced the attraction of the secondary vocational education.During the ten years when the funding work was carried out in full swing nationwide,remarkable achievements were made,but the implementation effect of the funding policy still needs to be improved.Whether the implementation of the secondary vocational education student financial aid policy is effective to reach the funded groups,the current research is very little from the effectiveness of the implementation of the policy to consider the analysis.Therefore,this study starts from the research on the effectiveness of the policy implementation effect of the end institution of policy implementation,analyzes the effect of the implementation of secondary vocational education student financial aid policy in schools and related issues affecting the effectiveness of the policy implementation,and proposes countermeasures to improve the validity of the financial aid.Taking Guangdong electric power school as the research object,the author explores the implementation effect,existing problems and causes of the national secondary vocational education student financial aid policy.Through the literature investigation,collecting the questionnaire,interview,quantitative and qualitative research methods,explore the Guangdong electric power school vocational education student aid policy to carry out the present situation,summarized the current problemsof secondary vocational education student aid policy,such as cumbersome and lack of funding object precision,and research its origin.Eventually to improve domestic secondary vocational education student financial assistance policy recommendations to the implementation effect,including optimization policy propaganda way,calibration recipients object recognition,the implementation of diversified financing form,widen the channel of the entrance,build appropriate policy environment,the simplified application procedures and formalities,targeted dynamic adjustment grants,expand the principals,etc.,to realize the maximization of the support effect of aid policy for China's secondary vocational education students useful Suggestions for the development of innovation.
