The importance of talent strategy in the era of knowledge economy is self-evident.With the advancement of the dual first-class construction, the competition for talents in colleges and universities has intensified. This study takes Changjiang scholars as the research object, and uses the CV analysis method to analyze the resumes of 2199 Changjiang scholars elected from 1999 to 2017.It is concluded that 223 of them have experience in talent mobility, and then use this as a sample for statistical analysis. It is concluded that North China and East China are the two regions with the highest mobility of Changjiang scholars,East China and South China are the two most attractive regions for Changjiang scholars, and Northeast China faces a serious loss of Changjiang scholars.Within major regions, the flow of Changjiang scholars follows the "close flow principle." Beijing and Shanghai are the two cities with the highest inflows and outflows of Changjiang scholars,Hangzhou and Shenzhen are the cities that attract the most net inflows of Changjiang scholars, and the cities with the most loss of Changjiang scholars are Changsha and Changchun.Jilin University,Beijing Normal University, and Huazhong University of Science and Technology are the top three universities with the largest number of scholars lost from the Changjiang.Zhejiang University and Xiamen University are the two universities that have benefited the most from the Changjiang. The research uses individual decision-making model and combination decision-making model to explain the internal mechanism of the Changjiang scholars’ talent flow phenomenon. The influencing factors are divided into social factors, college factors, and personal factors.analysis.The talent flow of universities represented by Changjiang scholars has changed the regional distribution of talents, causing new changes in the ranking structure of universities’ strengths. At the same time,it has also promoted utilitarian academic practices, exacerbated regional talent imbalances, and affected the allocation of national financial funds Therefore, the author proposes that the talent flow of Changjiang scholars must be regulated, the state must use policy tools to reasonably guide them, colleges and universities must promote the innovation of talent management systems, and Changjiang scholars must rationally consider prudent choices.
