"Elite talents in Colleges and universities" refer to experts who work in Colleges and universities and play a key role in scientific research,discipline construction,specialty construction and achievement transformation.The elite talents of colleges and universities in this study mainly include "academician of the Academy of Sciences","academician of the Academy of Engineering","distinguished professor of Changjiang Scholars" and "National Outstanding Youth".Elite talents play an important supporting role in the development and construction of colleges and universities.At the same time,in the process of the coordinated development of higher education and social economy,the orderly flow of elite talents in Colleges and universities is an important starting point to realize the high-quality development of higher education and the coordinated development of regional economy,and then ensure the stable operation of society.At present,the flow of elite talents in Colleges and universities is out of order frequently.The excessive and irregular flow disrupts the elite talent market in Colleges and universities,destroys the academic ecology,and brings about problems such as the failure of resource allocation mechanism.Therefore,Summarizing the current situation and characteristics of the flow of elite talents in China’s colleges and universities,analyzing the problems and root causes of the flow of elite talents in China’s colleges and universities,and exploring the countermeasures and suggestions for the disorder of the flow of elite talents in China’s colleges and universities are of great significance to improve the organization and personnel management system of elite talents in China’s colleges and universities,help the country to use and develop talents more reasonably,and finally give full play to the comprehensive benefits of talents.This study collected 510864 pieces of data of 5872 elite talents in Colleges and universities from 1980 to 2017,and constructed the "resume database of elite talents in Colleges and universities".Through CV analysis method,the information in the "resume database of elite talents in Colleges and universities" is coded and analyzed.At the same time,with the help of GIS spatial analysis method,social network analysis method and other research methods,from geographical location,affiliated institutions The characteristics of the flow of elite talents in Colleges and universities are summarized as follows:(1)From the change of geographical location:the flow of elite talents in Colleges and universities shows the characteristics of gathering from the central and western regions to the eastern region,the "Circulation" between provinces in the eastern region,and the "one-way flow" between provinces in the central and western regions.At the same time,some provinces in the western region also have "high places" for elite talents in Colleges and universities.(2)From the perspective of institutional changes:the flow of elite talents in Colleges and universities shows the characteristics of "academic institutions" as the first choice for cross industry flow,inter school flow is dominated by "parallel flow",and the direction of discipline flow is mostly from "key disciplines" to "non key disciplines".(3)From the perspective of job change:the flow of elite talents in Colleges and universities shows the characteristics that the purpose of flow is "job promotion",and the flow direction is to flow into high-profile institutions that can promote "job promotion".On the whole,the turnover rate of elite talents in Colleges and universities decreases with the improvement of academic level;The number of flow increases with the improvement of academic level;The flow cycle is shortened with the improvement of academic level,and the change trends of the three are different in different disciplines.On the whole,there are the following problems in the flow of elite talents in Colleges and Universities:(1)in terms of geographical flow: the problem of "one-way and less return" of elite talents in Colleges and universities in the central and western regions has intensified.(2)In terms of institutional mobility,there are "Matthew effect" and "peak cutting and valley filling" effects in the inter school mobility of elite talents in Colleges and universities.(3)In terms of job mobility: the job mobility of elite talents in Colleges and universities tends to pursue the promotion of administrative positions.(4)In terms of overall flow: the phenomenon of "job hoppers" appears in the flow of elite talents in Colleges and universities,and the flow rate of young and middle-aged talents is too high.Through the investigation of the current situation of the elite talent flow mechanism in Colleges and universities through the "questionnaire on the talent flow mechanism in Colleges and universities",it is concluded that the root cause of the disorder of the elite talent flow in Colleges and universities lies in the lack of attraction of the incentive policies for elite talents in Colleges and universities in the central and western regions,the emphasis on "Introduction" rather than "cultivation" in talent team construction,the emphasis on "hat" rather than "ability" in talent evaluation,and the lack of regulatory supervision on the.In order to curb the continuous disorderly flow of elite talents in Colleges and universities,the following measures can be taken:(1)the government should formulate special policies for the revitalization of talents in Colleges and universities in the central and western regions,and establish a compensation mechanism for the flow of elite talents and a long-term management mechanism for the flow of elite talents.(2)Colleges and universities should establish an early warning mechanism for the loss of elite talents,innovate the incentive mechanism for middle-aged and young elite talents,and improve the diversified talent evaluation mechanism.(3)Elite talents in Colleges and universities should abide by the spirit of contract and practice the spirit of scientists.
