Since China’s reform and opening up,the mode of production of the national economy has gradually changed from a single public-owned economy at the beginning of the reform to the current mixed-ownership economy in which public and non-public economies coexist.During this process,China’s labor market has gradually shown a systemic labor market segmentation between public ownership and non-public ownership. In this process, how does the labor force with different levels of human capital flow between public and non-public sectors? This thesis first defines and elaborates the related concepts and theoretical foundations of human capital, the institutional segmentation of the labor market, and labor mobility.Applying the CHNS micro-data from 1988 to 2015,this thesis focuses on the three development stages of China’s labor market. This thesis uses statistical analysis methods to make a descriptive analysis of the survey objects, and then analyzes the differences between stages.Furthermore, the logistic regression model is used to examine how human capital and other related factors affect labor mobility between sectors at different stages. Finally, this thesis conducts an inter-period comparative study on the flow of labor between sectors and factors contribution to labor mobility between sections from a dynamic perspective. This thesis carries out a comparative study on three development stages of labor market in China: the budding stage(1978-1993),development stage(1993-2004)and perfection stage(2004-present).The following are the main findings.First,an increase in human capital will promote the overall flow of labor between systems in the embryonic stage, but it will inhibit the flow of labor in the development and improvement stages.Second, for the labor force who originally worked in the internal sector of the system, the labor force with higher human capital is more likely to flow from within the system to outside the system in the embryonic stage. However, the labor force with higher human capital in the development and improvement stages is more likely to stay in the internal sector of the system.Last, for the labor force who originally worked outside the system, the labor force with higher human capital is more likely to flow from outside the system to the inside of the system in the three stages, but this probability shows a clear increasing trend in the three stages. In addition, this thesis finds that in the embryonic stage of the labor market, there are gender differences in the impact of human capital on labor mobility between systems.Male labor with high human capital is more likely to move between systems than female labor with high human capital. In the development and improvement stages of the labor market, there are obvious urban-rural differences, regional differences, and marital status differences in the impact of human capital on labor mobility between systems.High human capital will increase the possibility of rural household labor moving between systems, but it will reduce the possibility of urban household labor moving between systems. The acquisition of high human capital will significantly increase the possibility of inter-system mobility of labor in East China, while in other regions,it will reduce the possibility of inter-system mobility. The acquisition of high human capital will increase the possibility of unmarried labor moving between systems, but it will reduce the possibility of married labor moving between systems.Based on the above statistical analysis and empirical research results, this thesis analyzes the impact of human capital and other related factors on the flow of labor between systems, and the reasons for the differences in the different stages of labor market development. Finally, some policy recommendations related to China’s economic reform and labor market system design are put forward.
