| Since the 1990 s,the development of national-level professional teaching standards has become a common trend in the development and transformation of vocational education in western developed countries.In particular,the construction of national standards for higher vocational education has been an important means to ensure the quality of high-level skilled personnel training.At the beginning of the 21 st century,the United Kingdom,the United States,Russia,Germany and other countries have established a very complete professional teaching standard system for higher vocational education,which has put higher vocational education on the track of modern development.Australia has started to develop and promote training packages for various industries across the country in 1998.So far,more than 100 professional training packages have been applied to the professional setting and curriculum development of higher vocational education.Training packages are used as a vocational education country.Standards provide a unified standard for the curriculum and teaching implementation in Australia.my country is also constantly improving the national standards for higher vocational education,and proposes to build a national standard system for higher vocational education covering most industries and with international advanced levels in 2022.Therefore,the author hopes to provide some useful experience for my country’s higher vocational education national standard construction by studying the Australian higher vocational education training package.This study comprehensively uses the literature research method,case analysis method,and comparative research method to analyze the development,content,implementation and implementation guarantee of the Australian higher vocational education training package.The framework structure of this article is determined by studying domestic and foreign literature on Australian training packages.The content and implementation of training packages are analyzed through case analysis and comparative research methods.Information and communication technology training packages are selected as examples.Analyze its content from the perspective of education national standards.First,start with the policy background established by the training package framework and summarize the concepts and characteristics of the training package itself.Secondly,the development of the training package is discussed from the four aspects of the development organization,development principles,development basis and development process of the training package.In order to better understand the content of the training package,this article introduces the basic training package,training objectives and specifications,and courses.The content of the training package is briefly summarized in the four aspects of teaching resources and evaluation,which is in contrast with my country’s national standards for higher vocational education.Next,take the information and communication technology training package ICT6.1 as an example,and conduct a detailed analysis of the content of the training package from the perspective of my country’s higher vocational education professional teaching standards.Take the information and communication technology major of Holmesglen TAFE College as an example for in-depth analysis The practical application of the training package in TAFE Academy.Then analyzed the implementation guarantee mechanism of the Australian higher vocational education training package,and studied the reasons why the training package can be implemented with high quality.Finally,based on the analysis of the status quo of my country’s higher vocational education national standards,the enlightenment of training packages to the construction of my country’s higher vocational education national standards is proposed.Through the research on the policy background established by the training package framework,we can know that the training package itself contains the concept of lifelong education and skill-based nationhood.It has the characteristics of industry-oriented,ability-oriented,complete vocational qualification certification system,and systematic characteristics.Through the research on the development and content of the training package,we can know that the training package is a national-level vocational education standard developed by the industry and promulgated by the government,and has strict and efficient development procedures.In addition,the training package content is in-depth The analysis can conclude that the content of the training package has the characteristics of a unified professional competence standard,a complete qualification certificate system,and detailed teaching guidance content.By analyzing the implementation of the training package in TAFE Academy,it can be concluded that the curriculum and professional construction of vocational colleges are based on the competence standards and qualification system in the training package,and the teaching evaluation is based on the evaluation guide in the training package.in conclusion.Through the analysis of the guarantee mechanism of the training package implementation,it can be seen that the support of national policies,the quality supervision of training institutions,the high-quality construction of the teaching team,and the financial support of the government and individuals in the society provide guarantee for the implementation of the training package.Finally,based on the construction and implementation of national standards for higher vocational education in China,this article believes that the improvement and reform of national standards should be carried out from four aspects.First,strengthen the construction of national standards development procedures for higher vocational education,and develop with industry as the leading factor.The basic principles and basis for establishing high-quality and high-efficiency development procedures;second,strengthening the top-level design of national standards for higher vocational education,starting with professional categories and curriculum modules to build a unified professional competence standard,and integrating different levels of competence in the industry The standards correspond to the qualification certificates of the corresponding levels to form a clear certification system.The teaching guidance part is designed according to the professional ability standards to provide teachers with operable guidance;third,to promote the implementation of the national standards of higher vocational education,and the national standards can be found on the Internet Release to the public,collect suggestions or opinions,and promote the use and update of standards.Local and vocational colleges can set up majors and courses in accordance with national standards,promote enterprises to play the role of teaching evaluation,enrich teaching evaluation forms,and further improve the teaching reform of colleges and universities;Fourth,establish a guarantee mechanism for the implementation of national standards for higher vocational colleges,play the important role of enterprises in vocational education activities through legislation,promote in-depth cooperation between schools and enterprises,establish internal and external evaluation mechanisms for higher vocational colleges,and ensure that colleges and universities provide high-quality Education,in addition,it is
